BACKGROUND

 The Last Ten Kilometers (L10K) is a JSI Research & Training Institute, Inc. project funded by the Bill & Melinda Gates Foundation. In collaboration with the Ministry of Health of the Government of Ethiopia (MOH), Regional Health Bureaus (RHBs), national and regional institutes, and other implementing partner organizations, L10K has been strengthening the capacity of regional and zonal health systems to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reaching Ethiopia’s targets for reducing maternal, newborn and child mortalities.  

L10K is partnering with the Children Investment Fund Foundation (CIFF) in Supporting a Transformative eCHIS Implementation in Ethiopia. This four-years investment will contribute towards the transformation of Health Extension Program (HEP) in Ethiopia through improved use of data for robust performance management of Health Extension Workers (HEWs), leading to improved health outcomes for mothers, children and adolescents. To do this L10K will support the MOH to scale electronic Community Health Information System (eCHIS) to 160 woredas in the four agrarian regions in Ethiopia. The project also aims at leveraging these digital tools to innovate around HEW performance management

 to improve the coverage and quality of primary health care services in Ethiopia. Ultimately, the project aspires to increase accountability in health service delivery by strengthening data use for evidence informed decision making on health program management and health worker performance.

OVERVIEW OF THE POSITION

 The Senior M&E Advisor is responsible for designing and implementing a comprehensive Measurement, Learning and Evaluation (MLE) framework for L10K’s eCHIS project; provide timely strategic information to project staff and stakeholders at all levels; and document, interpret, and report on project results to stakeholders. S/He will be based in the L10K Central Office, Addis Ababa, with extensive field travel. The Senior M&E Advisor reports to the eCHIS Project Manager.

KEY DUTIES AND RESPONSIBILITIES

  • Together with the project team, develop and implement the comprehensive plan for M&E, evidence generation, learning, and adaptation in line with project’s Detailed Implementation Plan.
  • Assist the project management in developing detailed implementation plans and annual work-plans 
  • Work with the project team to ensure MEL evidences are used for programme improvement and new program positioning
  • Ensure that a learning culture is fostered within L10K and evidence and Learning is an integral part of routine programming and staff engagement/development
  • Ensure high quality and systematic synthetization of data for decision-making in line with identified project performance indicators.
  • Coordinate, collaborate and oversee best practice consolidation with all thematic sectors, ensure that the knowledgebase is configured appropriately for optimum accessibility and widely adopted use.
  • Take the lead in the evaluation of testing of innovative solutions in L10K’s learning sites in line with the investment memo.
  • Represent the project in the area of M&E at meetings with stakeholders, including implementing partners, RHBs, FMOH, and donors.
  • Provide regular project performance reports to the project management team.
  • Assist the project management in conducting project review meetings, and ensure appropriate information is available for each review.
  • Assist L10K teams in complying with procedures and systems related to M&E and documentation of project learnings.
  • Assist project staff and RHBs to disseminate results to the wider community (working papers, conference presentations, peer-reviewed journal submissions, etc.).
  • As necessary, facilitate any required revisions to the project-wide M&E indicators including the M&E framework and position the project for external evaluation.
  • As relevant, coordinate, consult, update and approve all M&E activities with the monitoring, Evaluation and research team. 
  • Perform other duties as may be assigned from time to time.

Job Requirements

SKILLS AND COMPETENCIES:

 At least Master’s degree in public health, monitoring and evaluation, statistics or related social sciences

  • Extensive experience in M&E, research, evidence generation, learning, and adaptation in health systems with special focus on community health systems.
  • Demonstrated applied skills in M&E methods and use of data for strengthening project performances.
  • Clear understanding of the Ethiopian health systems and national priorities.
  • Experience with collaborating with the MOH, RHB, ZHD, and woreda health office to implement strategies to improve data use.
  • Computer literacy, including the demonstrated use of statistical software (Epi Info, SPSS, Stata, or R), word processing, database, and graphical software.
  • Experience of successfully designing and managing MEL systems, an awareness of learning methodologies and experience of leading learning events
  • Highly developed interpersonal and communication skills including presentation skills and the capacity to effectively work with multiple stakeholders within and outside Ethiopia
  • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication
  • Demonstrable ability to produce high quality donor reports or technical materials.
  • Experience working with NGO is also highly desirable.
  • Demonstrable team work and understanding while able to act responsibly, proactively, and independently.
  • Speaking and writing fluency in English and Amharic; plus, additional local language/s of Ethiopia
  • Preferably have experience with data visualization tools
