The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacancy for its Health Program:

Main Responsibilities:  

  • Performs internal audit of the organizations and assertions that they are accurate and genuine.
  • Assist the Managers in preparing internal audit plan and preparation of annual budget.
  • Submits written audit report to the Management.
  • Prepares and assists in the execution of the external audit as well as in examinations to be conducted by government regulatory agencies, donors, and other stakeholders.
  • Ensures implementation of recommendations and action points forwarded by the external auditor’s management letters.
  • Carry out field supervision, ensure adherence of all finance staff to IPSAS, identify gaps early and propose actions for improvement.
  • Collect and analyze data to detect deficient control, duplicated effort, extravagance, fraud or non – compliance with IPSAS.
  • Report to management about audit result and recommend changes in operation and financial activities.
  • Preview data about materials assets, network, liabilities income (fund) and expenditure; and
  • Inspect account books and accounting systems for efficiency, effectiveness and use of accepted procedures to record transaction  

Job Requirements

Qualification:          

MA in Accounting/Finance/Business Administration or BA in Accounting/Finance from a recognized university.

Experience:            

Relevant experience of minimum of five years on finance, of which three years of experience on auditing.

Additional Requirements:

  • Ability to work in team and demonstrate good interpersonal communication skills
  • Knowledge of International Public Sector Accounting Standards (IPSAS), supported with practical experience. 
  • Very good English language communication skill (written and verbal).
  • Finance and Audit experience in NGO.
  • Readiness to travel to various project sites located in different parts of the country.
