Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP)

Brief Description of the project/ unit

The programme on Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP) has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in December 2017 and co-financed by Norwegian Agency for Development Cooperation (Norad). The programme is part of the German Special Initiative on Displacement and seeks to provide better vocational training and employment perspectives for refugees and host communities in Ethiopia. The programme leverages the potentials of TVET for integration. Implementation takes place in Addis Ababa, Somali region, Tigray region, Gambella region and Benishangul-Gumuz region.

QEP works on four output levels and seeks to (1) increase the quality of technical and vocational training (TVET), (2) broaden the opportunities of TVET available to the target groups, (3) foster entrepreneurship and exchange formats for employment and (4) strengthen relevant actors for the sectoral implementation of the new Refugee Proclamation. QEP works together with the public TVET system and tries to extent the standards of the Ethiopian TVET system to TVET opportunities available for refugees and remote host communities.

The overall objective of QEP is the improve employment perspectives of refugees and host communities in Somali region, Benishangul-Gumuz region, Gambella region, Tigray region and Addis Ababa. QEP implements its activities in the areas of improved TVET quality, improved and expanded access to TVET and employment promotion and entrepreneurship advice for above mentioned target groups and regions.

To assist with the collection and processing of data collected as part of the Monitoring and Evaluation (M&E) System of the programme and to supporting administrative team in particular in Addis Ababa, GIZ-QEP. The M&E system allows tracking of programme progress, gathering results to be used for communication purposes and to reflect upon activities as well as to make adjustments where necessary.

He/she will also support the programme in communications, knowledge management and administrative aspects of QEP based in Addis Ababa office.

Duration of contract:  October 31, 2021

Responsibilities and Duties

Assistance with GIZ-QEP’s M&E System, in particular:

  • Contribution to M&E data collection and processing tasks under supervision of GIZ-QEP’s M&E focal person.
  • Conduct follow-up interviews with programme participants including telephone interviews.
  • Process collected data using the tools provided by GIZ-QEP.
  • Ensure that all data is properly submitted to GIZ-QEP’s M&E focal person.
  • Assist with filing M&E collected data (hard and soft copy).
  • Assist with the training of other data collectors from the programme regions.
  • Follow-up with and assist other data collectors in the programme regions when necessary.
  • Propose necessary adjustments to the M&E system regarding optimizing the data collection and processing.

 Assistance with GIZ-QEP’s Administrative system, in particular:

  • Supporting GIZ-QEP administrative team as requested.
  • Organizational and administrative related tasks as well as other tasks related to the daily office routine.

 Assistance with GIZ-QEP’s communication related tasks, in particular:

  • Conduct of interviews with partners and programme participants in close cooperation with GIZ-QEP’s PR focal person as well as the transcription and translation of interviews from Amharic to English.
  • Supporting the development of Power Point presentations within QEP’s corporate design framework.
  • Supporting GIZ-QEP’s PR focal person as requested.

Job Requirements

Qualifications

  • Minimum Bachelor degree in data science, public management/policy, communication, development studies, statistics, computer science, information technology or related fields.

 Professional experience

  •  0-1 years of experience.

 Other knowledge, additional competencies

  • Excellent communication and organizational skills.
  • Excellent language skills in English and Amharic (writing, speaking, listening).
  • Excellent skills in Microsoft Word, Power Point and Excel and Access.
  • Flexibility and preparedness to perform a changing array of duties according to the needs of the program.
  • Experience in data collection and processing.
  • Excellent organizational and coordination skills.
  • Effective communicator.
  • Creativity and interest in design.
  • Good team player.
