Job Description: National Coordinator–First Mile Access Program

Overview:

HELVETAS Swiss Intercooperation (Helvetas) and Bridges to Prosperity (B2P) are joining forces to develop a long-term development programme associated with rural access in Ethiopia, addressing first mile access of rural communities. The cooperation brings knowledge and expertise that will address neglected rural transport infrastructure and support mechanisms required to sustain rural access improvements. B2P exists to promote the maintenance, rehabilitation and erection of rural transport infrastructure in remote, geographically isolated communities. B2P brings substantial, specific technical expertise implementing digital data collection and visualization, spatial mapping and on-the-ground needs assessments. Helvetas brings substantial experience designing and implementing rural development programs in Ethiopia, including considerable investments in the transport sector over the past 15 years, through a national trail bridge construction programme. The consortium wishes to assess feasibility, focus and scope of a multi-regional rural access programme implemented by the consortium in collaboration with respective regional governments. 

Helvetas will provide strategic guidance, lead in-country activities and coordinate the work with local stakeholders. For this it wishes to recruit a National Coordinator for the duration of 8 months, with an option of renewal depending on funding.

Duty station: Addis Ababa

The Key Tasks of the National Coordinator include:

  • Maintain business parameters, including contractual, operating, and financial requirements, of the Consortium
  • Take responsibility for all areas of business development of the project, including identifying and overseeing (a) qualified consultant(s) to lead an initial feasibility assessment
  • Oversee and support the feasibility assessment in 3 selected regions including Amhara, with the following key tasks:
  • Landscape analysis
  • Key Stakeholder Mapping & Informational Interviews
  • Sector Analysis
  • Needs Assessment Verification Preparation and Training
  • Field Data and Bridge Request Collection
  • Ensure a systemic approach to rural access, in which infrastructure, including trails, are an important element
  • Seek coalitions with regional governments and financial contributions from government matching project funds for rural transport infrastructure
  • Explore and prepare for a national level coalition for knowledge and learning as well as advocacy on rural access
  • Develop a proposal for a (multi-regional) First Mile Access Program

Job Requirements

Qualifications

  • Master’s Degree in Development Studies or related field of study.
  • Experience in institutional and sector analysis
  • Proven track record in project cycle management
  • Experience in program development (including excellent writing skills in English)
