In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benshangule Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

Project General Information

The Women’s Voice and Leadership (WVL) program is a global initiative that recognizes the power and potential of women and girls to promote, protect and uphold their human rights. Global Affairs Canada launched the initiative as part of Canada’s Feminist International Assistance Policy which is founded on the premise that gender equality is one of the most effective ways to eradicate poverty. Plan International Ethiopia and Plan International Canada are proud to partner with Global Affairs Canada on this innovative and feminist program, and specifically to lead the WVL – Ethiopia project in partnership with four women’s organizations (WOs), namely Network of Ethiopian Women’s Associations (NEWA); Union of Ethiopian Women Charitable Associations (UEWCA); Ethiopian Center for Development (ECD); and Ethiopian Women Lawyers Association (EWLA), herby known as the “WO Collective”. Together, the project partners aim to deliver an initiative that promotes a vibrant and sustainable women’s rights movement and contributes to the wider funding ecosystem in Ethiopia, consolidating the power and voice of women from across the country to lead their own development, demonstrate their agency, and influence policy.

The Women’s Voice and Leadership Ethiopia (WVL) Project is a five-year initiative that are being carried out by Plan International Ethiopia, Women’s Organizations (WO) networks and partners, and Plan International Canada through the support of GAC. The initiative aims to support the capacity and activities of local and regional WOs and movements to empower women and girls, advance protection of women’s and girls’ rights, and achievement of gender equality. The ultimate outcome of the project is increased achievement and enjoyment of human rights, including gender equality and the empowerment by women and girls. To achieve its ultimate objective, WVL aims to accomplish the following three intermediate outcomes:

  1. Improved management and sustainability of women’s organizations advancing gender equality and the empowerment of women and girls in Ethiopia and Ghana, particularly those representing vulnerable and marginalized women and girls.  
  2. Enhanced performance of programming and advocacy of women’s organizations advancing gender equality and the empowerment of women and girls in Ethiopia and Ghana.
  3. Enhanced collaboration, collective action, innovation, and effectiveness of national and sub-national women’s platforms, organizations, networks and alliances to affect policy, legal and social change in Ethiopia and Ghana that advances gender equality and the empowerment of women and girls. 

The project spans 5 years, from March 2019 to March 2024 and will target through 3 types of grants (multi-year grants, flexible/short-term grants, and influencing and evidence grants (IEG)) approximately:

Thus, under improved management and sustainability of women organizations, the WVL Ethiopia Project would like to get services with the flowing purposes and scopes:

The overall purpose of the consultancy is to establish a clear overview of current and potential funding opportunities for women’s organizations in Ethiopia and clear avenues for WOs engagement in mobilizing these resources.  

Two Broader Scopes – 

  1. Conduct mapping of existing resource mobilization strategies and funding opportunities for Women's Organizations
  2. Develop training methodology and modules on resource mobilization

Specifically

  • Review current women’s organization strategies, work plans, funding models, and pipelines of interventions to better understand the WOs’ needs and desired outcome;
  • Consult with women’s organizations to better understand their vision, mission and focus areas along with challenges from a resource mobilization perspective
  • Conduct a comprehensive analysis of potential donors
  • Map donors’ strategic areas of interest and explore opportunities for partnerships (and mobilizing and leveraging resources) from emerging donors- the BRIC countries, for example - and private sector (foundations), African Development Bank, etc.;
  • Develop a plan for pursuing new donors (traditional and non-traditional) and obtaining funding for the women’s organizations work;
  • Develop objectives for fundraising, methods, tactics and focus (bilateral, private sector, public funding, foundations)
  • Recommend areas for resource mobilization capacity building based on WOs’ existing resource mobilization strategies, funding models and needs,
  • Recommend ways to develop and maintain strategic partnerships and engagement with key donors (past, present and future);

Technical evaluation will take 70% while financial evaluation is accounted to 30%

Requirements: Applicants are required to fulfil the following minimum requirement:

  • They should be legally registered and shall present renewed consultancy license
  • They should have VAT and TIN registration certificate
  • They should be able to provide organizational profile and the CVs of individuals who are going to take part in this consultancy service;
  • They should demonstrate proven experience in conducting similar mappings in the area of resource mobilization and training modules development and training
  • Evidence for paying current Year’s tax
