Sustainable Industrial Clusters (S.I.C.)

 The Ethiopian government has adopted an Industrial Development Policy to transform the currently agricultural-led economy into an industry-based one, aiming to lift the population out of poverty and becoming a middle-income country by 2025. The textile and garment industry is considered a priority sector on the path to industrialization. The sector is, however, often characterized by precarious working conditions, low wages, non-compliance with human rights and social and ecological standards.

Against this background the Federal Ministry for Economic Cooperation and Development (BMZ) and the UK Government have commissioned the project “Sustainable Industrial Clusters”. The project which is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, aims at job-effective growth, social and environmental sustainability of the textile and garment industry, by ensuring better working conditions for workers, better management in four industrial parks, increased sustainability on industrial park and company level, improving institutional frameworks and improving capacities of local companies.

The Environment Forest Climate Change Commission (EFCCC) has adopted the National Environmental Law Development and Enforcement Programme that provides a blue print to promote environmental sustainability by bringing together diverse actors, including universities and environmental law centers. So far, diverse environmental policies and laws have been adopted or are currently being developed to enhance sustainability in the textile and garment industry.   

In order to ensure the communication and cooperation with Environment Forest Climate Change Commission (EFCCC) as an important project partner, GIZ is looking to hire a Project Coordinator of Sustainable Industrial Clusters embedded in EFCCC.

 Contract Duration: From June 01, 2021 to March 31, 2023

Job Requirements

Responsibilities and Duties

  • Provide advice to EFCCC and other developmental public institutions to enhance environmental and social sustainability in the textile and garment industry, esp. also with respect to the National Environmental Law Development Enforcement Program (NELDEP)
  • Provide effective communication and coordination on cross-cutting issues among EFCCC regional bureaus, universities environmental law centers, civil societies, private sectors and the GIZ project team based in Addis Ababa.
  • Facilitate eco-certification schemes’ development in the textile and garment sector to promote sustainability and competitiveness of industries. 
  • Facilitate mandates’ mapping of public regulatory and developmental organizations to promote coordination within textile and garment industry 
  • Contribute to achievement of project output 4 focusing on formulation and enforcement of relevant environmental policies, laws, standards, regulations and guidelines for a sustainable textile and garment production, incl. with respect to development of Eco-Industrial Parks in cooperation with relevant government and private institutions.
  • Provide technical support to develop textile and garment sector based environmental inspections and enforcement strategies which can be scaled up by EFCCC to other sectors.
  • Facilitate capacity building of EFCCC, regional offices, universities, environmental law centers, and their technical staff to provide more responsive and integrated environmental inspections based on international leading practices and develop tools to institutionalize knowledge and document success stories.
  • Facilitate training to build culture of compliance to the textile and garment industry
  • Facilitate capacity building of enforcement institutions in collaboration with EFCCC to provide more responsive setting of environmental and social justice.
  • Provide support to conduct environmental policy, law and standards research in the areas textile and garment industry to facilitate evidence-based decision-making 
  • Provide advice to strengthen the collaboration between EFCCC and other public stakeholders such as Ministry of Trade and Industry (MoTI), Ethiopian Investment Commission (EIC), Industrial Parks Development Cooperation (IPDC), Ethiopian Textile Industry Development Institute (ETIDI), regional environmental bureaus, as well as, representatives of private industries, including IPs, and development partners among others engaged in supporting the textile and garment sector.
  • Facilitate the support for the development of a system to publish information on and evaluate key actors’ environmental performance in the textile and garment sector
  • Support any consultant that would be deployed to EFCCC to provide additional technical support and/or conduct studies in the identified respective areas of interventions

Required qualifications, professional experience and additional competencies

Qualifications

  • Master’s degree in Environmental law, Environmental sciences related fields/International Development/Social Studies/ Similar (PhD is preferred)
  • Good knowledge of Amharic and English language both in speaking and writing, German language knowledge is an asset
  • Good working knowledge of IT (E-mail, internet and computer applications such as MS Office, online platforms)

Professional experience

  • Minimum of 10 years of professional experience for Master’s Degree or 8 years for PhD Degree in one or more of the following areas: environmental research and teachings, law development and enforcements; investigation or inspection, environmental sustainability, environmental policies/standards/regulations and their development and enforcement
  • In-depth understanding of Ethiopian national environmental and social policy and laws as well as of roles and responsibilities of relevant national/regional stakeholders (e.g. police, prosecution, other justice institutions, sectorial organizations, etc.)
  • In-depth understanding of national investment policy and laws, and prior experience in the textile and garment sector policies or industrial parks management, including but not limited to sludge management as a clear advantage
  • Clear track record of stakeholder coordination and project management and/or leading/coordinating environmental sustainability activities 
  • Prior experience in being a seconded staff embedded in a governmental institution is a plus
  • Ability to liaise between development cooperation and government institutions with high integrity and diplomacy
  • Teaching and research experience in the environmental sustainability policy and law is a plus

Other knowledge and additional competencies

  •  Knowledge in Institutional Capacity Development is an advantage
  • Excellent presentation, oral and written communication skills
  • Good organizational and time management skills to prioritize workloads 
  • Eye for detail and team spirit
