Job Description

The Ethiopian Horticulture Producer Exporters Association (EHPEA) was established in 2002 as an autonomous and non- political organization, instituted primarily to promote the interest of members. Its membership constitutes almost all Horticulture (flower, fruit, vegetables and herbs) Producer Exporters in the country. EHPEA’s strives to promote the sustainable development of the sector and the competitive Position of Ethiopian Horticulture exports in the Global market.

EHPEA is committed to promoting high standards of performance on member farms and to assist farms in the implementation of the Association Code of Practice and also building the capacity of agri-entrepreneurs, agribusinesses officials as well promoting the golden triangle.

Likewise, EHPEA has established a first in its kind an accredited Technical Vocational and Education Training (TVET) center in Ethiopia. Ethiopian Horticulture Producer Exporters Association Training Centre is accredited to provide technical and vocational training according to the Ethiopian occupational standards. To facilitate and run this center EHPEA is currently seeking to employ qualified and competent staffs for the hereafter mentioned positions.

 Job Summary

  • Under the overall guidance of the Executive Director of EHPEA, the Dean of the EHPEA TVET center is responsible to manage the overall activities of the Centers. The Dean has specific responsibility for planning and development of TVET curriculum, policies, and procedures to meet the current and long-range needs of the TVET and practitioners’ body and to fit into the total objectives of the TVET center. He or she is responsible for the interpretation and implementation of the academic regulations of the TVET. Provide administrative service and technical assistance to staff as well as other stakeholders. Assist center in strengthening instructional programs through a strategically planned, standards-based approach with a focus on narrowing achievement gaps. This position will provide leadership in the areas of curriculum, instruction, assessment, and planning.

Major Duties and Responsibilities:

  • Determines the activities required to achieve the goals of the TVET and assigns responsibility and authority to perform these activities according to an established sequence or schedule; establishes criteria and procedures to assure that the TVET and its staff members are fulfilling assigned responsibilities in a manner within accepted policies of the center.
  • Assists the center in determining effective methods for the integration of curriculum standards, instructional strategies, and the developmental use of authentic assessment.
  • Assists in identifying professional development needs and developing long-range professional development plans, 
  • Provides leadership and promotes competence within the facility of the TVET center; creates conditions conducive to the improvement of instruction and practical research; develops and utilizes a communications system to assure intra-center information exchange; harmonizes conflicting demands, standards and overlapping of functions arising in the administration of center departments or divisions.
  • Oversees recruitment, selection, promotion and retention of center based on criteria established through consultation and cooperation with the EHPEA and administration; supervises Centre teaching loads; supervises rank and tenure; ensures that a high level of instruction is achieved and maintained.
  • Assists with data organization from all assessments and diagnostic instruments and develops strategies for intervening with practitioners who are experiencing difficulties.
  •  Coordinates programs and courses offered and makes innovations to policy and regulation in consultation with the curriculum committees and center departments and divisions of the TVET in order to maintain the currency of the CENTER and its ability to meet change in the needs of students and of society; institutes periodic studies of the curriculum in relations to the CENTER objectives stated in the plan prepared by the Standing Council for CENTER Planning; initiates programs for the improvement of the curriculum in the areas of general and advanced education including the common curriculum of the TVET.
  • Prepare and Updates that portion of the CENTER Bulletin pertaining to the TVET. Reviews and acts upon the admission, dismissal; certifies candidates for accomplishment; provides for and participates in center counselling and direction of students and decisions in instances of departures from the center norms of the TVET.
  • Acts as liaison and sponsor for Practitioners organizations in the center and/or delegates such responsibilities to qualified center members.
  • Prepares and administers the budget for the center including staff salaries, and all instructional and operational expenses; coordinates and oversees operational budgets of academic departments and divisions.
  • Ensures the operational welfare of the center, including scheduling of classes, supervision of staff and general office functions; interviews and selects individuals for staff position in cooperation with the EHPEA personnel office.
  • Coordinates cooperative programs which the ehpea enters with other colleges and/or departments, educational institutions, government agencies, or private industry.
  •  Represents the TVET in professional associations, accrediting agencies, government bodies, foundations, and the business community, sponsors faculty participation with various local professional organizations.
  • Engages in fund raising functions external to the TVET and identifies potential sources of revenue for the CENTER through contacts with government, foundations, the local business community, and other donors.
  • Developing concepts notes and project proposals for further strengthen of the TVET center
  •  Assists in general EHPEA activities as they pertain to interests external to the TVET proper.

Terms of Employment: Initially for two years but will be renewable subject to performance and availability of funds.

Job Requirements

Minimum Qualification & Experience:

  • Master's or Bachelor's Degree in Horticulture, Agriculture, business management, or MA Management / MA in Vocational Management and related field or any related studies from recognized university/college
  • A minimum of 8/10 years’ experience working in the leadership or management positions,
  • Minimum of five (5) years’ experience as a successful leader in Dean, instruction, curriculum, and assessment
  • Experience as an Assessor
  • Competent in COC assessment in its Profession
  • Proven truck record in fund raising and stakeholder management.
  • Outstanding experience in organizing practically oriented training programs for the public and private sector stakeholders.
  • Well conversant in English and other local languages of the country
  • Outstanding team building experience.
