Key accountabilities
Planning, Coordination & program support
- Routine contract administration, liaison with community, Government liaison, maintenance planning and liaison with relevant Regional Government bureaus on the design of structures and appropriateness of design and materials for proposed Infrastructure facilities
- Regular site supervision, contribute information to proposals and provide daily and monthly reports outlining progress as well as the utilization of materials, labour and equipment being used.
- Collaborate in planning, design and quantity surveying with CO construction and program team while they are developing new project proposal
Technical/operational
- Visit and assess proposed construction sites in project areas and make decisions based on consultation with the FO construction coordinator, EAC Project Manager, (government representatives and concerned project stakeholders.
- Supervision of construction projects to ensure compliance with specifications, agreed quality standards and planned work schedules.
- Ensure attendance on site for identified milestone (foundations, superstructure, concreting, formwork etc) activities on the planned work schedule.
- Ensure that work orders (site book) instructed by the program manager from the FO are clearly communicated to the contractor.
- Timely communication of any claims by the contractor; ensuring records have been kept of potential causes for claims such as site activities (or non-activity), weather conditions, access problems etc.
- Timely communication of any engineering related issues on site; requiring Construction Coordinator presence/attendance.
- Prepare weekly site progress reports (with photographs of both good and bad quality issues) that accurately depict completed elements to accepted standards and estimate % completion of elements still in progress. These reports should be communicable to the FO, SCI Construction Manager, Coordinators, local Government and Contractors.
- Timely notification for upcoming payment milestones; relative to on-site progress/contract conditions to technical line managers at the field and CO (Program coordinator, Infrastructure Specialists or Head of ISS).
- Prepare draft technical design documents for newly proposed infrastructure facilities and make recommend to existing ones for relevant modifications, if required. And also ensure that the project plans, drawings or sketches are well understood by the implementation contractors/teams, provide implementation guidelines and give feedback as appropriate.
- Assist the procurement team in outsourcing and contract administration for all the programs construction activities implemented by the program under the field office threshold.
- Verify and process payment requests for construction works undertaken in the program area by the FO.
- Establish a contract management database and keep updated record of progresses for individual project sites.
- Work closely with stakeholders to ensure that executed works are within agreed contract value, and also keep record of payables (interim payments, retentions and advances)
- Identify and organize procurement of locally available construction materials in close collaboration with the FO procurement team.
- Ensure effective and efficient use of all SC’s financial and material resources in order to keep costs to the lowest possible
- Manage and follow up EAC project Classrooms, Latrines, play-grounds, Water and WASH facilities construction activities in both host and refugee community schools
Review, Follow up and assessment
- Follow up on planning and implementation of all construction undertakings and monitor the performance of construction companies for compliance with the contract agreements they entered into with SCI
- Coordinate and actively participate in the construction projects management Processes (Planning phase, Design phase, Bidding phase, & Construction phase and Post construction phase)
Report
- Collect data from field offices and compile construction work progress reports on regular basis to the construction coordinator and concerned program representative of the FO.

Job Requirements
QUALIFICATIONS AND EXPERIENCE
- BSC Degree in Construction Management Civil Engineering,
- At least 2 years work experience and working on INGOs is an asset
- Computer skills, especially Microsoft Office, Excel and HRIS soft ware
- Reasonable level of proficiency to read, write and communicate in English
- Excellent communication & interpersonal skill
- Broad understanding programs management and operations
- Ability to work independently and take personal initiative
