Job Description

Plan International is an independent non-profit organization that advances children’s well-being and equality for girls. Working in building powerful partnerships for children for over 75 years and present in 70 countries, Plan International strives for a just world, tackling the root causes of the challenges facing girls and all vulnerable children while working together with children, young people, our supporters and partners. Plan International Ethiopia is looking for Programme Specialist: RDPP and ARC Projects, and Refugee Projects for Country Office who will be reporting to the Consortium Manager.

Accountabilities and MAIN WORK ACTIVITIES

Program Management & Coordination – 50%

  • Coordinate a multi-agency consortium for the delivery of Addressing Root Causes of Migration (ARC) and Regional Development and Protection Program (RDPP) projects, with overall responsibility for achievement of objectives and targets.
  • Lead on the coordination of the consortium including ensuring that the agreed governance structures are followed.
  • Ensure effective information sharing and learning across agencies including providing monthly and quarterly update on consortium activities for internal consumption
  • Establish strong working relationships with all consortium members and develop an in-depth understanding of the activities, support needs and strengths of consortium member.
  • Ensure cross learning among the relevant programs of the consortium members.
  • Organize project planning & monitoring meetings with staff, partners and stakeholders.
  • Coordinate with Finance, Procurement, and Logistics to access support required for project implementation. SAP expenditure and actual monitoring and follow up.
  • Update PO with any significant changes in context and send to ERRP Lead for approval.
  • Participate in coordination and cluster meetings when required by ERRP Lead.
  • Coordinate with Program effectiveness lead to set up monitoring and evaluation mechanisms.
  • Provide effective oversight to the consolidated consortium budget in collaboration with consortium members and with Plan International Ethiopia finance team.
  • Coordinate the writing and submission of regular narrative and financial reports to the donor and other stakeholders as required. 

Advance transfer, PO modification and management of liquidations, etc.

Stakeholder Coordination – 10%

  • Establish effective working relationships with the government counterparts, consortium members, implementing partners, private and public sectors, consultants, and other development organizations and target population in the program operation.
  • Mediate between Plan Nederland and RDPP Consortium Partners to maintain consistent delivery standards and good working relationships.
  • Represent the consortium in meetings with the donor and with other consortia in Refugee and Migration.

Human Resources – 5%

  • As necessary, participate in the recruitment of Emergency Response team
  • Orient, train, and support Refugees and emergency staff as necessary;
  • Undertake performance management to respective program staff as required. 

Monitoring and Evaluation Systems – 10%

  • Maintain and develop mechanisms to monitor and evaluate the impact of the consortium’s work, as well as its partners and ensure learning is integrated into future program design.
  • In collaboration with consortium members, ensure proper Monitoring, Evaluation and Learning and information generated is used for program design.
  • In partnership with Emergency Response lead and consortium agencies plan and coordinate activities to support Migration consortium project and advocacy work.
  • Design reporting systems for weekly and monthly reports to ensure accountability
  • Ensure full compliance with reporting systems, review performances and reporting
  • Present regular reports to refugee and migration lead.

Representation – 5%

  • Represent Plan International Ethiopia and liaise with government stakeholders, donors, local and international NGOs and any other relevant stakeholders.
  • Participate and coordinate Cluster group meetings in Migration/Refugee.
  • Clearly promote of child protection across the work of participants.
  • Work in close coordination with Emergency Response Lead to ensure effective design and implementation of mixed migration.
  • Support partners in understanding plans’ gender equality strategy and program criteria and capacity building activities on gender as part of the regular work at field level.
  • Ensure the representation of Plan Ethiopia in their respective region from gender equality perspectives.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) – 5%

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

Technical expertise, skills and knowledge

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications:

  • BA/BSc or MA/MSc University degree in Social Work, Sociology, Education, Development, or any related Social Science fields.

Experience desirable:

  • Minimum of 8 years of experience on management and coordination of humanitarian and development programs, including minimum of 2 years of experience on Refugee and/or Migration programming, preferably in emergency recovery and urban refugee.
  • Extensive and documented experience in managing refugees (including urban refugees) and host communities’ access to education, access to economic empowerment/livelihood access to legal aid and protection projects and muti-stake holders approach with focus on operational aspects including management of budget and logistics.
  • Experience of managing projects for major donors and experience of working with international NGO, UN agencies in consortium setting including report writing, donor compliances and participate in national and regional clusters and platforms and networks.
  • Knowledge of humanitarian principles, Migration Policy, Refugee Law and its application.
  • Excellent interpersonal, communication, training and facilitation skills
  • Strong skills in project planning, implementation, monitoring and evaluation
  • Awareness of child protection issues and sensitivity to gender equality
