Job Description

The Deputy Chief of Party (BHA) has responsibility to assist the Chief of Party in management of all project activities and staff in the BHA Emergency Response Program. The Deputy Chief of Party is charged with helping to lead a professional team in the accomplishment of the BHA objectives and sub-objectives

Job Duties

  •  Assist the Chief of Party in the direction and oversight of the BHA program, to ensure it stays within given budgets and project deadlines, while ensuring that all program goals are met through proper planning, staffing, and implementation.
  •  Organize and direct the work of program staff, providing supervision, training, and performance appraisals. Discern, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.
  • Ensure project activities comply with international and Samaritan’s Purse standards and meet USAID rules & regulations.
  • Assist the Chief of Party with management of the grant budget, staying within approved spending levels, and ensuring accurate and timely financial reports to donors and to appropriate Samaritan’s Purse Ethiopia and International Headquarters staff.
  • Help to establish and maintain effective project reporting, evaluation, and communication systems in collaboration with the Monitoring & Evaluation team.
  • Submit timely, accurate, and professional program reports that meet Samaritan’s Purse and donor requirements.
  • Work with the Chief of Party to discuss plans and strategies with relevant stakeholders, including government authorities, UN agencies, other humanitarian actors and Samaritan’s Purse partners, to ensure proper understanding and coordination of project objectives.
  •  Make regular visits to project field sites, providing staff support, addressing programmatic challenges, and exploring future program possibilities.
  •  Assume the full duties of the BHA Chief of Party at any point when the CoP is away from the Duty Station.

  • Familiarity with emergency response protocols, and ability to understand donor and governmental requirements.
  • Familiarity with Shelter, WASH, Nutrition, and Health program implementation.
  • Familiarity with the cluster system, have strong representation and coordination skills.
  • Ability to work with culturally diverse groups of people.
  • Ability to travel and work in difficult conditions and under pressure.

Job Requirements

Education / Experience Needed

Master's degree (M.A.) in Disaster Relief, International Development, Social Studies, or other relevant discipline, with a minimum of 2 years of international emergency response experience; or a Bachelor’s Degree (B.A) from 4-year college or university in Development, Social Studies, or other relevant discipline with minimum of 6 to 8 years’ related international work experience; or equivalent combination of education and experience. 

Language

  • English is required.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals in English.
  • Ability to write routine reports and correspondence in English.

Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

  •  The noise level in the work environment is usually moderate but employee can be exposed to loud noises around the maintenance and construction worksites.
