Ethiopian Public Health Associations (EPHA) is a professional association and would like to invite a qualified HRM Consultant for Organization Effectiveness, Packard supported project.

Primary Responsibility

  • The responsibilities of HRM consultant will include: Advising management on human resources plans and processes enhancing knowledge management system, analyzing the Association current HRM programs & suggesting solutions to existing problems. Developing, reviewing, and applying HR policies and procedures where necessary. The Consultant will possess in-depth knowledge of human resource management, have experience in consulting as well as dealing with actual HR issues. And is to improve the organization' efficiency and save knowledge within the Association.

Major Responsibility

  • Initiate and lead Human Resource Management and Knowledge Management System in the Association
  • Conduct research through various methods (data collection, surveys etc.) to identify a problematic situation or find the cause in the HRM practice.
  • Provide advice and recommendations to HR personnel for resolution of daily issues
  • Formulate strategic and practical plans to address human resource matters
  • Devise plans and techniques to drive change and culture management
  • Assist in the development and integration of policies
  • Select and implement suitable HR technology and data management system.
  • Establish control systems for compliance with business methods and HR practices
  • Review systems and processes and make modifications to address issues
  • Refurbish knowledge of advancements in the field and present new ideas.
  • Ensures the recruitment, promotion, transfer, performance management, training and development performed as per the HR policy and procedure of the Association and other relevant laws of the country.
  • Coordinate the training and learning in an organization. It consists of a cycle of creating, sharing, structuring and auditing knowledge, in order to maximize the effectiveness of an organization’s collective knowledge.
  • Develops/reviews human resource policies, procedures, rules and guidelines of the Association in comply with the relevant laws of the country and other working manuals of the Association. 
  • Investigates into the case of staff grievances and recommends measure for resolving outstanding problems as well as the prevention of future conflicts.
  • Maintains staffing plan of the Association and ensures the timely filling of vacancies in accordance with the personnel policies and procedures of the Association.
  • Ensures the maintenance of up-to-date and complete personnel records of the Association employees.
  • Gives counseling and advisory services to other department of the Association on the appropriate disciplinary measures to be taken.
  • Identify training needs of the staff and coordinates training programs in collaboration with respective work units.
  • Produces periodic reports of the HRM to the directorate 
  • Performs other related duties as assigned by the immediate supervisor.

Reports To: Finance and Admin Director

Duration: One year with possible extension

Job Requirements

Job Specification

  • MA or MBA in Management, Business Management, Business Administration, HR Management with 6 years of relevant experience, of which 2 years in supervisory role
  •  Proven experience as HRM consultant
  • In-depth knowledge of HR principles, functions, methods and best practices
  • Computer knowledge with working knowledge of human resource IT (ATS, Payroll etc.)
  • Ability to strategize and formulate business plans
  • An analytical mind with problem-solving abilities
  • Excellent communication and consulting skills
  • Training on knowledge management and health back ground is an advantage.
