Job Description

The purpose of the Training specialist position is to organize, mobilize resources and facilitate/provide training to the government experts, community members and local and international implementing partners working in two regions of Ethiopia. The specialist will also lead the technical support and provide follow-up and on spot support as required to the trained experts. The position holder will also is expected to support the target area community informal structures and to stakeholders at different level to cascade the trainings. It is also a key responsibility to provide input and ensure the SAA approach integration into the harmful traditional practices manual adaptation process. The training specialist compile training reports, supportive supervises reports and project progress reports periodically and submit to her/his line manager. She/he assists the project implementation partners to assure timely implementation of the project for activities that CARE is responsible to lead technically.

RESPONSIBILITIES AND TASKS

Job Responsibility #1: Provide input for training manual development: % of Time: 10%

  • Support the anti HTP manual development and provide guidance to review in gender lenses 
  • Ensure the integration of SAA in the new manual development
  • Propose SAA tools for specific topic in the manual development
  • Review the draft manual developed and provide feedback
  • Provide ToT training on the manuals developed

Job Responsibility #2: Training and Technical Assistance: % of Time: 45%

  • Assesses project IEC strategies and materials and takes lead in making needed improvements and modifications;
  • Identifies the training needs of the health personnel, community members and implementing partners while the project is implemented;
  • Provides technical assistance for the government experts, health professionals and implementing partners staffs of participatory training techniques best suited to the region; 
  • Prepares course contents and handouts for training;
  • Provides support, training and other capacity-building activities to government partners, health professionals, or target audiences.

Job Responsibility #3 Planning, Monitoring and Evaluation: % of Time: 20%      

  • Plans, organizes and conducts training for the government experts, gynecologists, health professionals, unicef staffs and community representative;
  • Takes lead responsibility for assessing project training needs and priorities, in particular with respect to a planned program of in-service training (periodic refresher training, updates, and routine project management meetings) of community-based distribution agents and peer educators.
  • Assists the Program manager and other members of the HO and unicef staffs in implementing, monitoring and evaluating project activities in accordance with project design and implementation plans with respect to training and IEC components;

Job Responsibility #3: Networking and Learning: % of Time: 10%

  • Networks with other reproductive health promotion projects to exchange training materials and experience;
  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensures ongoing personal development and learning
  • Ensures the documentation and dissemination of leanings within the organization, with partners and other stakeholders.
  • Develop two key learning briefs for the implementing period.     

Job Responsibility #4: Reporting: % of Time: 10%

  • Maintains detailed programmatic records and provides quality reports on same as required;
  • Compile training report, progress report, and supportive supervision reports

Job Responsibility #6: Perform other duties as assigned. % of Time: 5%

  • The Training Specialist will be responsible for ensuring that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of staff.
  • Provide adequate time to staff to participate in gender sensitivity workshops and related events.
  • Create an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA). 
  • Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.

PROBLEM SOLVING (Thinking Environment)

  • Levels one and two of problem-solving apply to the incumbent. The Training specialist involves with daily routine activities, but sometimes she/he uses interpolative skills to pick and choose the right strategy to address given problems.

Job Requirements

EDUCATION/TRAINING

  • Degree in Public Health, Nursing, sexual and reproductive health, social science, psychology, or equivalent combination of education and work experience.

Desired:

  • MSc in Public Health, Social Science

EXPERIENCE 

  • 5-7 years’ work experience in the health field, training of trainer’s experience,
  • Familiarity with anti-harmful traditional practice and gender program;

Desired:

  • Sexual and reproductive health program experience.

Technical Skills

  • Proficiency in English and local language;
  • Good planning and scheduling skills;
  • Computer skills (word processing and spreadsheet);
  • Report writing skills;
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, transparent and participatory management.

Desired:

  • Driving skills;
  • Training/facilitation skill.

CONTACTS/KEY RELATIONSHIPS 

  • The training specialist works closely with the Bureau of Health staffs, Bureau of women children and youth staff, Community structures, anti-HTP committees, unicef staff to assist as needed in the project's program of institutional strengthening.

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

This position is located in Addis Ababa/FO and requires 60% of travel to field offices to plan, conduct, and support training and other capacity building activities
