Contract Duration;  Definite Period 

Job Purpose;

  • To implement an emergency nutrition programs in a refugee camp as per protocols and international standards. . This includes:
  • Responsible for planning, implementation and monitoring of BSFP, TSFP and for management of Sever Acute Malnutrition in OTPs and SC in line with donor requirements, the country protocols and international standards through effective technical support
  • Undertake IYCF activities, guaranteeing the efficient and effective integration into CMAM Nutrition program, throughout assessment of current IYCF practices in the target population, community mobilization, training and promotion of IYCF practices, thereby maximizing the rate of exclusive breastfeeding and improvement of complementary foods given to the target children < 24 months and the overall nutrition status for all children < 5 years in target population
  • Establish and maintain cordial working relationships with relevant UN agencies, local Government bodies, NGOs and the community/beneficiaries at project level to enable Concern Ethiopia to achieve its Objectives.

Main Duties & Responsibilities;

  • Ensure, that the BSFP, TSFP, OTP/SC components of the emergency nutrition project is of good quality and is reaching international standards for performance with support from the team leader and project manager
  • Coordinate, manage and support the outreach work of Concern run refugee OTP/SC services according to national guideline, international standards and Concern policies
  • Support staff development through coaching and mentoring to enhance the capacity of project and MoH staff
  • In collaboration with INGOs operational in refugee camps, facilitate SAM management training to health center / health post staff
  • Ensure the continual availability of food, medicine, and other supplies required for the project in the identified site and ensure its proper management, including ordering, storage, and monitoring
  • Ensure weekly and monthly reports are submitted to the site team leader and/ or project manager using appropriate format;
  • Ensure coordination with all actors in the camp and regional coordination forums in reporting, recording and supply management of OTP and SC programs
  • Ensure referrals and linkage between the TSFP and OTP/SC CMAM components
  • Facilitate and participate regularly at area level health and nutrition taskforce meetings to be chaired by the UNHCR health office and/or ARRA.
  • Ensure good collaboration and participation of UN agencies, INGOs and other relevant local agencies
  • Conduct frequent joint supervision visits to BSFP, TSFP, OTP and SC sites with UN agencies, Woreda health office and other government sectors as needed
  • Participate in nutrition and coverage surveys and other assessments as needed
  • Facilitate proper management of OTP/SC stocks,, monitor rates of consumption and ensure supplies are ordered in timely manner;
  • Keep and maintain project data, record and documents. And, produce monthly, quarterly, biannually and annual progress reports according to the organization’s and the UN agencies reporting templates and schedule and do any other required documentation and submit to the Site Team Leader/ Project Manager. Also, document lessons and share with the team and the department staff.
  • Keep the Program Manager informed of Report any problems or developments through regular written reports, and verbal communication in a timely manner to the Project Manager 
  • Contribute in the planning of Concern Worldwide’s emergency response based on the experiences gained from other agencies;
  • Establish camp facilities for CMAM program in a camp to be allocated for Concern Worldwide
  • Ensure planned emergency activities are implemented according to the agreed timetable
  • Provide technical support to nutrition worker, Outreach Workers and Food Distributors
  • Provide training (new or refresher) for nutrition worker, Outreach Workers, Food Distributors and others, such as community volunteers, taking part in the program
  • Assist the Site Team leader in all program matters
  • Liaise with Logistics Officer regarding transport requirements.
  • Ensure the existence of follow up mechanism for defaulters and non-responders to determine/assess the cause
  • Establish community referral system for malnourished cases.
  • Promote and ensure community participation through all possible methods in all aspects of program activities.
  • Establish and maintain cordial working relationships with relevant local Government bodies, NGOs and the community/beneficiaries at project level to enable Concern Ethiopia to achieve its Objectives.
  • Perform other duties appropriate to the position assigned by Project Manager/team leader.

Person Specifications

Essential:

Education, Qualifications & Experience Required

  • BSc Degree in Public Health, Nursing with minimum of three years or Diploma in clinical nursing five years relevant experience
  • Profound experience in CMAM, particularly SAM management.
  • Computer literate
  • NGO experience in emergency projects is an advantage
  • Good communication and report writing skills
  • Good negotiation skill with government and other agencies

 Required:

  • Ability to communicate effectively in both oral and written English.
  • Good interpersonal skills and team player with sensitivity to cultural diversity
  • Ability to work under pressure
  • Local language is preferable

  • Ability and willingness to frequently travel and stay at the field
  • Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for target beneficiaries.
