Monitoring and Evaluation Advisor

GIZ-Internal/External Vacancy Announcement #045/2021

 Private Sector Development in Ethiopia

The Private sector plays a key role in the ‘Homegrown Economic Reform Agenda’ of the Ethiopian Government. Although MSMEs are key players for economic development and job creation, the landscape for promotion of these target groups and political responsibilities are however much fragmented. In addition, poor legal and regulatory framework conditions and needs-based business development services inhibit the growth opportunities of MSMEs/ SMEs, start-ups and Small Growing Businesses (SGB).

The new Technical Cooperation module ‘Private Sector Development in Ethiopia’ aims to improve the growth opportunities of micro, small and medium-sized enterprises, start-ups and small growth-oriented companies and focuses on four intervention areas: i) Strengthening the institutional capacities of public institutions to improve the legal and regulatory framework focusing on MSMEs/ SMEs, start-ups and SGB by involving the private sector via public private dialogue formats; ii) Strengthening chambers and associations to improve their range of services including their role as a representative of the private sector; iii) Building the capacity of intermediaries to develop viable innovative and future oriented organizational and business models to support start-ups and SGB; iv) Strengthening Business Development Services to advise companies on technical and business topics.

The project started with a nine month of Inception Phase (02/2021 - 10/2021. During this phase, the current situation in the intervention area will be comprehensively analyzed and, if necessary, outputs, activities and indicator baseline and target values adjusted. The new Private Sector development module is looking for Monitoring & Evaluation (M&E) Advisor.

Duration of Contract:    From June 1, 2021 to September 30, 2024                  

Job Requirements

Responsibilities and Duties

  • Setup the project’s M&E system during the inception phase; contribute to the identification of suitable baseline and target values as well as data compilation methodologies.
  • Monitoring/evaluating and reporting implementation progress in accordance to the project indicators
  • Continuous collection and processing of relevant data in cooperation with the partners
  • Supporting the overall monitoring and evaluation process in the project in e.g. updating stakeholder information and any relevant knowledge management data
  • Updating and maintaining internal tools to monitor/evaluate the project progress
  • Analysis, preparation and presentation of data for internal control as well as for public relations
  • Continuously liaise with the project technical team and support in the strategic orientation of the project and the design of the operation planning according to the overall project concept
  • Support the information, communication and public relation of the project by providing impact data.
  • Support the project’s knowledge management

Required qualifications, professional experience and additional competencies

Qualifications

  • Masters’ Degree in statistics, development studies/ business administration/ economics/ similar
  • Very good knowledge of English and Amharic language both in speaking and writing, German language knowledge is an asset
  • Very good command of data management and statistical software (at least Excel); very good working knowledge of further IT (E-mail, internet and computer applications such as, MS Office, software such as SPSS, MAXQDA)

Professional experience

  • Minimum 7 years of relevant professional experience and relevant expertise in similar role in international development cooperation
  • Several years of professional experience and relevant expertise in the self-responsible implementation, management and quality assurance of M&E as well as in the application of quantitative and qualitative methods of data collection and evaluation as well as statistics

Other knowledge and additional competencies

  • Ability to meet deadlines and work under pressure
  • Relevant knowledge of current international impact and evaluation discussions
  • Strong communication skills and ability to liaise with different stakeholders
