Job Description
The M&E coordinator has individual responsibility to support Monitoring, Evaluation and Research development and implementation in the country; manages the process to set procedures for country level program planning, monitoring and evaluation processes. Provide strategic overview of the implementation of programs and respective implementing partners and to inform system development and capacity building initiatives. The M&E Coordinator also ensures integration with other organizational systems and benefits from external best practice; and strengthens the monitoring, evaluation and research network in the organization and contributes for the same. M&E coordinator is able to perform independent work and do qualified decisions aiming to program quality. M&E coordinator systematically works with Head of Programs to evaluate the overall progress of programs based on the gathered data.
Main responsibilities:
M&E quality management
- Ensure PIN’s M&E planning, monitoring and evaluation processes meet the sector standards and comply with external requirements
- Maintain consistency in monitoring and evaluation processes across all programs
- Participate in proposal development in selection of relevant indicators for the planned intervention and tools for tracking the progress using the existing program strategies
- Using data across the programmes to monitor the quality and overall impact of the PIN´s interventions
M&E planning
- Prepare Country program M&E plan for baselines, mid-term, end line surveys, other surveys and research activities, and evaluations to be undertaken in ongoing projects
- Prepare and maintain monitoring plan for CP´s projects, keeps the written evidence from conducted monitoring, its findings and action points
- Provide technical support during project M&E planning, including guidance on developing the indicators and measuring results, development of M&E tools and methodologies.
- Cooperate with HOP and programs in the development interventions and emergency planning and preparedness process
Implementation and reporting
- Provide regular technical support in routine and results-based monitoring, including support to PMs in meaningful reporting on indicators
- Participate in community outreach meetings to introduce projects, targeting, CRM channels
- Participate in conducting surveys or other data collection activities (observations, FGDs)
- Conduct independent monitoring of project activities (distribution monitoring, post-distribution monitoring, activity monitoring, community accountability meetings, etc.)
- Conduct data analysis or support project teams in data analysis and reporting
- Analyse data across the programs to see the impact of CP´s impact on communities
- Proactively search for synergies among the programmes and prepare data for that
- Supervise or serve as a focal person for Complaint / Feedback response mechanisms (CRM)
- Manage consultants and Research partners to ensure that commissioned researches and evaluations are carried out to the standard and successfully completed.
- Provide technical support for M&E officer in evaluations and other research activities, incl. engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan
- Examine the evaluation/research draft report in relation to the ToR/contract and formulates a written response. Ensure that key stakeholders are invited to respond to the draft report.
- Coordinate data collection for PIN strategic indicators across programmes for HQ/global reporting
Accountability, dissemination and use of findings
- Facilitates discussion on the most important findings and recommendations from M&E and systematically support the Program teams in using of M&E results and findings
- Facilitate dissemination of M&E findings to stakeholders, and especially to communities we serve via community accountability meetings
- Prepare data for Head of Programs for qualified decisions over the program strategies
- M&E coordinator is able of independent communication with partner organizations and sharing the relevant information (regarding baselines, end lines, evaluations, etc.)
- M&E coordinator is able of independent planning and coordination with partner organizations
Organizational learning and capacity building
- Maintain overview of lessons learnt in M&E, promote good practice and identify ways to strengthen PIN’s planning, monitoring and evaluation processes.
- Prepare presentation of the evaluation/other M&E activities findings for internal sharing and a brief fact sheet for external use
- Ensure archiving of the M&E documents in PIN filing system
- Maintains living inventory of evaluations/other research activities completed at the mission, including summary of lessons learnt and the best practices per each sector
- Identify M&E capacity development needs of staff, provide M&E training to project staff or organize external training.
- Gather and maintain data for the overall CP program implementation, prepares bases for project and program managers
- Gather and maintain the beneficiary database for all CP
Job Requirements
- Masters degree or equivalent in Development Studies, Statistics, Social science or other related fields with minimum of 6 years of relevant work experiences on the sector and minimum of 4 years experience in similar position
- Experience in data collection tool development, coordination and supervision of baseline/end line surveys
- Experience in data encoding, data analysis and report writing.
- Analytical, team work, negotiation and influencing skills
- Computer friendly (Word, power point, etc.) and also working knowledge of data management systems including analysis software (like Microsoft Excel, SPSS)
- Advanced Knowledge of spoken & written Amharic and English
- 3 strong references (will be crosschecked)
