Job Summary

  • CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country program in Ethiopia through the legal entity CST Ethiopia.
  • CST Ethiopia is implementing a 2017-21 country strategic plan focused on two programs – Women’s Empowerment and Resilient Communities, which integrates sustainable livelihoods, humanitarian and other (e.g. peacebuilding) programming. More than 50% of CST Ethiopia’s program is funded by Institutional funds from Irish Aid, EU, Jersey Overseas Aid, Scottish Government, and other grants that require significant demands for clear results and high program quality management at country level. For this purpose CST Ethiopia, is looking for a competent MEAL Officer to overlook and guide the Program staff on key technical support on MEAL.

The MEAL Advisor will be responsible for:

  • Ensuring a systematic approach to Monitoring, Evaluation, Accountability and Learning (MEAL) in the CST Ethiopia Program and will support the implementation of the country program M&E system,

Working closely with partners on improving their internal M&E systems, providing coaching and accompaniment to partner staff in MEAL capacities, skills and tasks.

Provide technical support to CST Ethiopia Program Team:

  • Provide training and technical advice on monitoring, evaluation, accountability and learning to program staff.
  • Provide technical support to the program team to design, implement and update the Program/Projects MEAL plans at program, grant and project level.
  • Support Program team in conducting timely monitoring and learning activities, including quality assurance of the design and use of data collection, and analysis tools that contribute to quality reporting, increased accountability, visibility of program impact and continual program improvement.
  • Provide technical support and guidance to the Program Team on data collection, analysis and interpretation including qualitative and quantitative methodologies.
  • Provide training and technical support on effective use of results based management to program staff.
  • Provide technical support on the design, updating and reporting on Result Framework for Programs and Projects especially Irish Aid RFs.
  • Support Program Team on identifying feasible indicators for the initiatives of CST Ethiopia intervention areas like the Market System Development Approach, Peacebuilding and reconciliation, Protection, Psychosocial Support and GBV. This includes the use of Trócaire global and common indicators.
  • Provide technical support to the Program Team on measuring reach including the annual collection and reporting of reach at country level.

  • Support Program team with the, design and management of program or project assessments, evaluations, baselines and/or research.
  • Support and contribute to the proposal content particularly, log frame and M&E sections of the proposal development of institutional funding applications
  • Support Program Team to champion the importance of gender sensitive data collection and analysis, including the use of practical indicators and monitoring tools and processes (both qualitative and quantitative) to monitor the integration of Women Empowerment into the Resilient Communities Program
  • Lead on developing the country’s program accountability framework, including feedback and complaints mechanisms, to ensure the sharing of monitoring information with program participants and other stakeholders.
  • Support the program team to use M&E information to inform and adapt program implementation. Build/ strengthen MEAL-related partner capacity In collaboration with Program Coordinators: · Develop and implement a partner M&E capacity building plan, generating training materials and resources where needed.
  • Work with Program Coordinators to support partner use of results based management and engagement with program learning and review processes.
  • Through training and close accompaniment, support partner staff to develop skills and competencies to gather, manage and analyze quality data.
  • Mentor partners in their use of digital data collection especially CommCare
  • Support and mentor partners on using analyzed data to inform program quality control, to produce quality donor reports, to document lessons learned and program impact and to inform future project development.
  • Support partners to implement monitoring in a manner that is sensitive to the different needs, responsibilities and capabilities of vulnerable female and male program participants.
  • Support partners in establishing their accountability practices, including complaints and response mechanisms, participation and information sharing mechanisms. Documenting learning and sharing MEAL experiences of CST Ethiopia
  • Document and share partner M&E tools and training resources developed at country and organization level · Document and share learning from use of Trócaire global indicators, tools and methodologies at country and organization level.
  • Capture lessons from partner capacity building and share at country and organization level · Actively engage with the Global MEAL Team sharing learning from Ethiopia.
  • Learn from other organizational and external documented learning in rolling out new approaches and methods (e.g. digital data monitoring and innovative participatory M&E methods) and explore how to apply these in the Ethiopian context.
  • Represent CST Ethiopia
  • Actively participate in the in country MEL cluster meetings to get and share experiences
  • Participate in the MEL Global working group meetings and other relevant meetings and actively contribute to the sector
  • Participate in wider organizational planning and review work, as and where appropriate Other
  •  Undertake any and all other duties as may be assigned by the Line Manager that are consistent with the nature of the job, its level of responsibility and requirements of the CST country program

Job Requirements

Essential Requirements

Qualification:

  • Master’s level qualification in social sciences, development studies, or related areas.

Experience:

  • At least 5 years of experience in program monitoring, evaluation, and/or development at International Organizations
  • Experience of implementing results-focused monitoring, evaluation, and learning systems, and using results or logical frameworks.
  • Previous experience in proposal and report writing for major international donors (European Union, UN, Irish Aid, UK donors, etc.).
  • Previous experience of quantitative/ qualitative data management and analysis.
  • Previous experience of using digital data collection and creating digital forms.
  • Experience in participatory M&E approaches.
  • Previous experience working with local partner organizations.
  • Demonstrated commitment to international development/ social justice.

Skills:

  • Technical skills to implement M&E in a gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal and report writing.
  • Ability to develop indicators, tools and processes for monitoring Women’s Empowerment, Humanitarian Responses, and livelihoods interventions are particularly desirable.
  • Technical skills in digital data collection and management.
  • Computer Skills: High level of proficiency in Excel, PowerPoint. Good knowledge of IT systems such as cloud platforms, apps, Excel, databases.
  • Facilitation, coordination and communication skills, with an ability to communicate to a variety of audiences.
  • Ability to analyze and synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
  • Experience leveraging performance monitoring data for improving ongoing project management.
  • Excellent spoken and written English.
