Program Overview:

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Position Summary:

The Regional Security Manager works with the Project Security Manager based at the Central Office in Addis Ababa to manage and coordinate all regional security and safety programs, plans and policies relevant to the project including detailed security procedures that comply with Creative security policies. This will include emergency response drills and communication procedures for the Tigray Region.

Reporting & Supervision:

The Project Security Manager will report to the Regional Director in the region of assignment and closely works with the Project Security Manager based at the project main office in Addis Ababa.

Primary Responsibilities:

• Provide security, safety and risk mitigation and ensure that regional project staff complies with project security procedures.
• Monitor and analyze the ongoing threat environment faced by the project and brief all stakeholders accordingly. Distribute threat warnings to all staff as appropriate.
• Ensure that appropriate risk mitigation measures are taken by the project to respond to the threats or changes in threats faced by the project. This is to include physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision, as required.
• Oversee movement control and coordination for the region, including driver and vehicle deployment and staff whereabouts.
• Oversee any security provider contracted by the project to ensure contractual compliance and performance of their duties, and act as the focal point of contact with the security provider.
• Report security incidents, violations and recommended corrective actions.
• Ensure all new employee/contractor personnel receive appropriate security orientations and briefings.
• Provide a weekly security report to regional director and project leadership.
• Be able to assist with out-of-hours emergency response at the project, if needed.
•  Other tasks as assigned.

Job Requirements

• Bachelor’s Degree or more in a related field is required.
•  A minimum of 7 years of general work experience with at least 3 in security management experience in the context of international development.
• Experience implementing security policies, procedures and protocols.
• Previous experience with USAID-funded projects preferred.
• Fluency in English and local language (Tigrigna), verbal and written.
• Good knowledge of the context of Tigray and/or the region is an asset.
• Proficiency in the use of computers and Microsoft Office software.
• Demonstrated ability to handle confidential and/or sensitive information.
• Appreciation of and ability to work effectively in, diverse work environments.
• Field-based security and crisis management experience.
