Job Summary

Ethiopian Public Health Association would like to recruit Project Coordinator for CDC- funded Advancing Ethiopia's Capacity for Laboratory, Workforce Development, Surveillance and Emergency Management Project.  

Background 

  • International public health security is one of the primary challenges in the dynamic landscape of global health issues. One of the WHO provisions is the 2005 International Health Regulations (IHR) which is an international obligation ratified by 196 Member States including Ethiopia. The IHR sets requirements for preparedness and response to public health emergencies. The Global Health Security Agenda (GHSA) seeks to accelerate progress toward implementation of the IHR and is a multisector and multilateral effort which was envisioned long before the current global pandemic. For the past two decades Ethiopia has demonstrated impressive progress in the health system including the capacity to detect, prevent and respond to different health security issues.

Position Description

  • The project coordinator will support the Government of Ethiopia to make rapid progress toward achieving the IHR targets through implementing the GHSA. Strengthening Ethiopia’s systems and capacity for surveillance, laboratory services, emergency management and workforce development and will support the government to reach IRH targets and improve rapid-response to both small- and large-scale infectious disease outbreaks and other public health emergencies.

Duties and Responsibilities: 

The coordinator will facilitate the project’s overarching approach to strengthen Ethiopia’s capacity to effectively and rapidly identify and respond to infectious disease outbreaks and other public health emergencies mainly will:

  • Support the GoE and local partners to create a dynamic system of enhanced surveillance;
  • Increase laboratory capacity to identify and respond to outbreaks and threats;
  • Improve management capacity to respond in case of a small- or large-scale emergency; and
  • Create robust, flexible systems to maintain adequate human resource capacity and skills and rapidly deliver new information.
  • Carries out other duties and responsibilities as assigned by the supervisor

Supervision and Reporting

  • The coordinator is expected to submit deliverables and report to Research and Publication Directorate of EPHA and works under the direct supervision of the R&P. Director.   

Required Number: 1

Duration of Employment: For 6 months with possible extension based on the continuation of the project, budget availability and good performance. 

Job Requirements

Education qualification and relevant work experiences

  • MPH or MSc Degree preferably in field epidemiology or equivalent and 2 years of relevant work experiences, preferably in coordinating or facilitating Surveillance and Emergency Management
  • BSc Degree in Nursing, or Health Officer or equivalent and 4 years of relevant work experiences, preferably in coordinating or facilitating Surveillance and Emergency Management
  • Experience in working with INGOs or local NGOs is desired

Preferred training

  • Trained on a WHO Guideline for Emergency Risk Communication (ERC) Policy and Practice
  • Trained on the involvement of the private sector and civil society to detect, prevent and respond to public health emergency (In line with risk communication before, during, and after disease outbreak and public health emergencies)

Technical and other skills

  • Ability to respond to health threats, emergency management, incident management, early detection and response for regional and national rapid response
  • Skill to establish public health emergency operation teams to manage the day-today EOC activities and the provision of basic equipment and supplies.
  • Ability in preparing an evidence-based national response plan that incorporates training gaps, supportive supervision, mentorship, emergency drills and regular assessments.
  • Ability to support the adaptation of Communicating Risk in Public Health Emergencies
  • Ability to adequately address competencies of the One Health agenda, non-communicable diseases, information technology and informatics, risk communications, and cultural competency
  • Good knowledge and skill of participatory training methodologies and skills
  • Excellent presentation and writing skills
  • Ability to multi-task and work to meet tight deadlines
  • Ability to use additional statistical packages for analysis an advantage e.g. SPSS, Epi-Info
  • Computer literacy and report writing skills (MS Word, MS Excel, MS Access and Internet)
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.
  • Ability to work effectively with a wide range of professionals.
  • Fluency in English is mandatory
  • Must have integrity and pleasant personality
