Job Summary

Country Program Overview

The Himalayan Cataract Project has worked in Ethiopia since 2008 to strengthen systems of eye care by supporting surgical interventions aimed to reduce the high backlog of cataract blindness, provide specialized training opportunities to ophthalmic personnel, source necessary supplies and advocate for additional human and financial resources to be dedicated to eye health. HCP has invested over $12M USD in improving eye health in Ethiopia, resulting in eye care examinations for 3.1 million people; over 390,000 sight-restoring surgeries; and nearly 500 training opportunities for eye care personnel with more than 20 local partners across five regions.

Job Summary

The Country Director (CD) will provide overall management and strategic leadership to HCP’s new Ethiopia Country office, including finance, administration, and programmatic activities. The CD is also expected to provide financial oversight and direction for all in-country programs, including the Bahir Dar Specialty Eye Center and the development of a refractive surgery center in Addis Ababa.

Specific Responsibilities

Overall Management and Leadership

  • Guide effective implementation of strategic vision and direction for overall program design, implementation, and proposal development; work closely with the country team to accomplish strategic goals
  • Collaborate on identification of new programmatic partners within Ethiopia for future collaboration
  • Oversee agreements and Memoranda of Understanding (MOUs) with programmatic and government partners; ensure routine monitoring and reporting takes place
  • Manage the HCP Ethiopia Country Office
  • Oversee and manage staff to establish corresponding work plans
  • Adhere to Covid-19 protocols and ensure staff and team members are educated on and adhering to national and local Covid-19 standards
  • Manage routine weekly check-ins with headquarters
  • Represent HCP in formal and informal meetings with government officials, international donor agencies, and national advisory groups pertinent to our project activities
  • Identify opportunities and generate funding from international and bilateral agencies and donor agencies
  • Provide support for proposals as needed for submission to donors and others for fundraising, reporting, and marketing purposes

Programs

  • Accountable for all aspects of running an effective, efficient Ethiopia Program in line with annual plans and organizational strategy
  • Lead and support advocacy initiatives, develop and strengthen strategic partnerships & linkages to support and increase the reach and impact
  • Work closely with Country Office staff to implement the program portfolio, ensuring quality oversight through effective program monitoring
  • Ensure proper support of all programmatic functions
  • Oversee the collection and reporting on supplies and equipment needs of partners
  • Ensure the achievement of program objectives in partnership with Country Office staff
  • Oversee narrative and financial programmatic reporting to donors and headquarters
  • Develop proposals, in conjunction with country office staff, for new or adjusted projects that drive impact and efficiency

Financial and Administrative

  • Provide oversight to finance and administrative services including procurement, property management, human resources management, vehicle and facilities management, and staff safety and security.
  • Work with headquarters to manage the development and implementation of annual country budgets.
  • Oversee adherence to country office program budget
  • Monitor spending versus budget
  • Set-up and oversee HCP Ethiopia’s Finance, HR, Administration and Procurement policies and develop requisite internal capacity with HCP Ethiopia Admin and Finance Manager
  • Present monthly, quarterly, and annual financial reports to senior management and other stakeholders with HCP Ethiopia Admin and Finance Manager
  • Ensure all financial operations comply with relevant laws and regulations
  • Manage personnel and human resource requirements in conformity with applicable labor laws and with internal regulations with HCP Ethiopia Admin and Finance Manager
  • Manage performance appraisals of staff and objective setting in line with program requirements with HCP Ethiopia Admin and Finance Manager.
  • Manage, in collaboration with the U.S. Procurement team, on-the-ground issues relating to procurement of supplies and equipment with HCP Ethiopia Admin and Finance Manager
  • Collect and report supplies and equipment needs of partners
  • Coordinate clearance of items through customs when necessary
  • Facilitate and document the distribution of equipment to implementing partners
  • Office Management with HCP Ethiopia Admin and Finance Manager
  • Oversee all property management issues
  • Recommend and implement office improvements, when necessary

Job Requirement

  • Second (Masters) degree in Business Administration, International Development or related field (required).
  • Minimum 7 years experience in INGO, preferably in international public health or related field.
  • Demonstrated ability to undertake high-level representation and advocacy.
  • Experience working with Ministries, international and local NGOs, and donors based locally, is a substantial asset.
  • Demonstrated experience and skills in leadership, staff management, program development and management, strategic planning, monitoring and evaluation and public speaking.
  • Demonstrated ability to develop and create budgets and monitor financial status.
  • Demonstrated capacity to mobilize program funding including donor cultivation and grants writing.
  • Knowledge and experience managing compliance to diverse donors (USAID, DFID, GAC, EU, etc.).
  • Excellent interpersonal skills, including an ability to effectively lead a team, communicate a vision, make timely and transparent decisions, and manage conflict.
  • Very good oral and written English language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications.
  • Well established and practiced organizational and planning skills.
  • Experience with staff security and safety issues.
  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally.
  • Ability to pragmatically solve problems, plan a course of action using analytical, conceptual, strategic and forward thinking abilities to achieve an effective resolution.
  • Strong visioning, strategic planning, implementation ability and effective under pressure, results oriented and proactive with the ability to multitask.
  • Coalition building capabilities, external networking and experience in developing strategic partnerships.
  • Computer literate in Microsoft Office Suite, Quickbooks, and various online communication platforms.
  • Ability and willingness to travel at least 25% within Ethiopia and, periodically, internationally.
