Sustainable Industrial Clusters (S.I.C.)

The Ethiopian government has adopted an Industrial Development Policy to transform the currently agricultural-led economy into an industry-based one, aiming to lift the population out of poverty and becoming a middle-income country by 2025. The textile and garment industry is considered a priority sector on the path to industrialization. The sector is, however, often characterized by precarious working conditions, low wages, non-compliance with human rights and social and ecological standards. The establishment of Industrial Parks (IPs) form a core pillar of Ethiopia’s Industrialization Strategy.

 The Federal Ministry for Economic Cooperation and Development (BMZ) and the UK Government funded project “Sustainable Industrial Clusters”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, aims at job-effective growth, social and environmental sustainability of the textile and garment industry, by ensuring better working conditions for workers, better management in four industrial parks, increased sustainability on industrial park and company level, improving institutional frameworks and improving capacities of local companies.

 In order to ensure the communication and cooperation with the Ethiopian Investment Commission (EIC) as the political partner to the project GIZ is looking to hire a project coordinator embedded in EIC.

Duration of Contract:  From June 01, 2021 to May 31, 2023

Job Requirements

Responsibilities and Duties

The Project Coordinator’s main task is to liaise between the S.I.C. project team and the EIC as well as among EIC, IPDC, regional industrial parks (IPs) and other central stakeholders during the overall implementation of the project to ensure effective communication and coordination in order to achieve S.I.C. project objectives in cooperation with EIC.

Furthermore, the Project Coordinator shall:

  • Provide technical support to customize international practices and develop tools to promote social and environmental sustainability in the industry and to position Ethiopia as sustainable Textile and Garment sourcing country.
  • Provide technical support to promote technology/ knowledge transfer and develop incentive schemes and laws to promote sustainable textile and garment manufacturing
  • Provide technical support to promote stable and peaceful industry relations between companies and workers
  • Provide technical support in identifying the challenges, designing and implementing solutions to solve systemic challenges faced by foreign direct investors.
  • Support the analysis of regional economic clusters and identification of business linkages within selected industrial parks.
  • Support the implementation of identified interventions designed to mitigate or minimize effects of COVID-19 on industry.
  • Support any consultant that would be deployed to EIC to provide additional technical support and/or conduct studies in the identified respective areas of interventions.
  •  Provide institutional capacity building to EIC in line with S.I.C. project objectives.

Job Requirement

Required qualifications, professional experience and additional competencies

Qualifications

  • University degree in Economics/ Project Management/Business Law/Business Administration / Business Logistics or similar fields (Master is preferred)
  • Excellent knowledge of Amharic and English language both in speaking and writing, German language knowledge is an asset
  • Good working knowledge of IT (E-mail, internet and computer applications such as MS Office)

Professional experience

  • Minimum of 7 years of professional experience in one or more of the following areas: promoting business-to-business linkages, supply chain management, sourcing
  • Prior professional experience with the private sector preferably in the textile and garment sector and/or with industrial parks 
  • Prior work experience in supporting the private sector development or investment promotion
  • Project Management expertise
  • Prior experience in being a seconded staff embedded in a governmental institution on behalf of a development cooperation is a plus
  • Ability to liaise between development cooperation and government institutions with high integrity and diplomacy

Other knowledge and additional competencies

  • Knowledge in Institutional Capacity Development is an advantage
  • Excellent presentation, oral and written communication skills
  • Good organizational and time management skills to prioritize workloads 
  • Strong results-orientation
  • Eye for detail and team spirit
