Job Description

Background:

  • The International Rescue Committee (IRC), one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali Region and are currently providing assistance to Ethiopians and refugees in six regions in the country, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response mechanisms.

Scope of the work:

  • Primarily under the direct supervision of the health manager at Jijiga Field Office, Somali Region, the senior health officer is responsible in assisting the implementation of corresponding health projects cycle management actions. Besides, sh/e facilitates and provides technical assessment and support and then inputs for preparation of project proposals, including budgeting. The incumbent will specifically be responsible for technical supervision of clinical based reproductive health (RH) services at three (Kebribeyah, Aw-Barre and Sheder Refugee Camps) of Somali Region to ensure RH service quality at ARRA health facilities. This happens through supervision, coaching and mentoring of IRC RH Mentors in camps, and ARRA MCH staff as appropriate for maintaining smooth working relations.

Key roles responsibilities:

Project implementation:

  • He/She is at the same day responsible for the accuracy, completeness and consistency of monthly reports for the refugee health projects of the field office;
  • Assists the health manager for the proper and timely planning, implementation, monitoring and evaluation of health projects at camps;
  • Assesses the gaps related to clinical RH services at camps and (health facilities) periodically and find remedial actions and implements jointly in a timely manner;
  • Represents IRC at region and camps especially on areas of clinical RH service coordination, review, and evaluation meetings and forums;
  • Covers the role of the health manager when the health manager is out of the office;
  • Compiles monthly progress reports submitted by the health officers;
  • Design culturally appropriate comprehensive RH, including FP and HIV awareness campaigns;
  • Organizes accurate and relevant RH/HIV content teaching materials for health social workers, key populations (sex workers), PLHIV, and mentor mothers, peer leaders, condom distributors and other community health volunteers (CHVs);
  • Organizes different trainings in the areas of comprehensive RH;
  • Represents IRC in monthly coordination meetings at regional and project sites (districts or camps).

Grants management:

  • Regularly revises the spending, activity and procurement (SAP) plans;
  • Tracks budget periodically at least monthly and commends and takes action items timely;
  • Closely works with Finance and Supply Chain (SC) departments for the timely procurement of project inputs (supplies and deliverables) in a timely fashion;
  • Ensures the smooth (effective and efficient ) and fully utilizations of health projects in the given project time frames’
  • Takes part in project cycle meetings;
  • Tracks big pictures of the project (objectives, results: outcomes and outputs, indicators) and takes corrective actions to ensure they are met in the project period.

Key working relationships:

  • Closely works with the health manager/project manager/ and health officers internally;
  • Does the same with government actors (health offices and health facilities), implementing partners (IPs) and donors as deemed necessary.

Job Requirements

Minimum qualifications:

  • BSc Degree in Public Health or Nursing
  • 4 years of relevant experience for first degree holders
  • 2 years of relevant work experience for graduate degree in public health (MPH)

Skills:

  • Understanding of comprehensive RH programming;
  • Working knowledge of community mobilization and capacity building techniques;
  • Understanding of issues related to gender and GBV;
  • Experience in organizing and facilitating workshops and trainings;
  • Basic managerial skill;
  • Experience in refugee context of projects;
  • Have good skill on internal and donor report writing skills;
  • Good computer skills (MS word, excel, outlook and power point);
  • Strong inter-personal skills with a proven ability to work as a team member under difficult conditions.
