ABOUT LINK COMMUNITY DEVELOPMENT
Link Community Development Ethiopia (LCDE) is part of Link Education International (LEI), a family of not for profit organizations working together to transform education for children and communities across impoverished areas of Ethiopia, Malawi, Rwanda and Uganda. Since our foundation in 1995 we have worked in 3,000 schools and improved the lives of over 2,000,000 children through unique and effective school improvement models. We guide governments and educators to adopt low-cost solutions to improve learning and support for children, with a focus on literacy, numeracy and inclusion for the most marginalized children. Through a partnership delivery model which embeds piloting and learning within local systems, we influence changes to policy, practice and accountability on a national scale, and our interventions are regularly adapted and replicated by governments and NGOs in new countries and contexts. LEI, based in Edinburgh – Scotland, supports all project, M&E, fundraising, finance and governance activities in our four sub-Saharan partner countries.
JOB PURPOSE
The Human Resources (HR) and Administration Officer will lead the Link Community Development Ethiopia (LCDE) human resource recruitment and resourcing, with focus also on organization development, retention and succession planning. Reporting to the Finance & Administration Manager (FAM), the HR & Administration Officer will be also responsible for administrative issues by recommending the best possible way forward to LCDE SMT, while also maintaining an overview of the logistic needs of the organization.
INDICATIVE AREAS OF KEY RESPONSIBILITIES
HUMAN RESOURCES
- Proactively support LCDE’s Managers on recruitment and resourcing based on updated HR recruitment tools, techniques and efficient networking when necessary
- Assist the FAM, the Country Representative and allLCDE’s managers in ensuring that LCDE’s HR framework is compliant with agreed performance levels and legal requirements, across all the following range of HR processes, with particular focus on:
- Recruitment and resourcing in order to attract, retain and develop the people needed to enable delivery of Link Education International 2020-2030 Strategy in Ethiopia
- Talent management
- Induction and Exit
- Support the roll-out of LCDE’s Internship Internship Program Framework - Increasing Youth Workforce
- Advise Country Representative on future staffing needs in coordination with the FAM
- Regularly producing HR management information for the CD and LCDE’s Managers
- Supporting the Country Representative and the FAM in managing HR disciplinary process
LOGISTICS
- Maintain an overview of the logistics needs of LCDE and work with the team to meet these needs in a timely and quality manner
- Maintain an overview of LCDE logistics policy, systems and procedures and ensure that these are meticulously applied
- Ensure that vehicle fleet management routines are established and maintained, including appropriate management of drivers, monitoring of fuel purchase and consumption, as well as services and repairs for vehicles and other machines (e.g. generator)
- Establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters
ADMINISTRATION
- Supervise and support LCDE’s offices’ administration in a timely and efficient manner by, but not limited to, keeping track of office services and related contractors
- Ensure adherence to all LCDE’s administration guidelines in Ethiopia
- Advise the Country Representative, the FAM, the Soddo Field Office Manager and the Technical Manager on critical administrative issues and recommend the best possible way forward.

EXPERIENCE AND QUALIFICATIONS
Essential
- A University Degree in, Human Resources Management, Organizational Development, Social Sciences or any other area that can bring an added value to the related job.
- At least 3 years of relevant work experience in similar type of engagement with a private company or NGO
- Good MS Office application skills including MS-Word, MS-Excel and Power-Point
- Excellent report-writing skills
- Excellent coordination and time management skills
- Good communication in English and Amharic
- Good interpersonal and team skills
- Strong analytical, problem-solving and organizational skills
- Sympathy with the aims and objectives of Link
- Commitment to humanitarian principles and action;
- Commitment to Link’s Safeguarding and gender policies.
