The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Pharmacist (12 months fixed term contract) based in Addis Ababa.
GENERAL DUTIES
- Understands the roles of the components of the International Red Cross and Red Crescent Movement and adheres to its seven Fundamental Principles.
- Understands and adheres to the ICRC Code of Conduct.
- Respects and observes staff regulations and security rules at all times.
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers
- Implements, utilizes and follows all the necessary logistics strategies, procedures, rules and regulations put in place.
- Masters local legislation in Logistics area and ensure compliance with national rules and regulations.
- Masters logistics tools (JDE, IRIS, CDP tools, TABLEAU KPIs,) and ensures proper dissemination towards the concerned teams Ensures compliance with ICRC financial and logistical procedures.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- Regularly reports to Logistics Country Manager and regional quality assurance pharmacist on critical KPIs and issues leading to decisions to be made.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
- Ensures that the GDPs are implemented and that health-care products are handled properly so that they remain safe and effective.
- Ensures that standard operating procedures (SOPs) are implemented.
- Trains warehouse staff on the GDPs where necessary.
- Identifies potential in-country suppliers for pharmaceutical and other health-care products, will involve in validation/audit of local pharmaceutical suppliers in close collaboration with regional pharmacist.
- Is the legal representative of the ICRC’s pharmaceutical services to national drug regulatory authorities.
- Acts as the technical contact person for ad-hoc in-country purchases of health care products, under the supervision of the Quality Assurance Pharmacist.
- Performs quality control upon receiving health-care products where necessary.
- Involve in management of import export processes and related activities of pharmaceutical products
- Work in collaboration with medical logistician when necessary
SPECIFIC ACTIVITIES
Order Management
- Receives, registers and reviews (medical) orders
- Manages, maintains and daily updates the logistics information systems (JDE)
- Maintains the item database
- Follows-up the medical national standard list in collaboration with health coordinator.
- Acknowledges orders to the customer together with information on availability of items and expected delivery date
- Regularly provides all customers with updated order status information
- Establishes and maintains a file per requisition order, updating it with all correspondence, closes and files orders when they have been filled
- Communicates with customers, answers to all messages and maintains a dialogue
- Assures customers that all inquiries, requests, complaints and problems are taken seriously and treated as quickly and efficiently as possible
- Issues SR, PL, WB according to ICRC procedures
- Prepares the monthly order for stock replenishment
- Provides advice to health staff and logisticians concerning medical logistics issues
- Follows-up all backorders with the medical warehouse and respective purchasers
- Informing the medical purchaser or GVA/LSC Nairobi of any backordered items for which there is no stock on order
Import-Export
- Prepare all the import documents of pharmaceuticals as per the requirement of EFDA for the necessary application for pre-import permit
- Follow up all the documentation of import files up to final step of delivery of the imported medical items to the warehouse.
- Facilitates all the necessary arrangement of veterinary vaccines export to different delegations as per the export rules and regulations of ICRC and the country.
- Works very closely with all concerned delegations, regional pharmacist, veterinary institutes, EFDA and others in relation to import-export of medical items.
Warehousing and Dispatching
- Ensures proper storing of items according to pharmaceutical and ICRC requirements, especially regarding cold chain items and controlled drugs
- Visits regularly the medical warehouse
- Ensures that cold chain equipment’s are working properly, and that daily monitoring is in place and cold chain is maintained during transport
- Ensures FIFO stock rotation or follows FEFO.
- Monitors monthly expiry dates and submit to HelathCo and LogCo a list of items with a short shelf life
- Ensuring that storage and transport of medical goods complies with pharmaceutical laws and regulations in the country
Quality Control
- Checks conformity of the received goods with the PO (dosage, origin, validated manufacturer)
- Checks that the product corresponds with the Quality Certificates provided by the supplier
- Ensures that quality certificates are available and maintain an efficient filing system
- Ensures that medical products (drugs, medical materials and medical equipment) of good quality are supplied to customers by quality control and ensures that their quality is maintained throughout the supply chain
- Ensures that batch tracing is possible
- Inspects samples of all batches of arriving medical supplies and performs a quality control (kind of good, quantity, packaging, shelf life, labeling etc.)
- Organize return or exchange of rejected goods
- Follows-up any claim reports from the field concerning quality with the respective supplier and maintaining a file with all claims
Reporting / Statistics
- Issues claim report for missing items and losses/damages
- Provides information and data for compilation of the monthly statistics
- Prepares Medical monthly statistics for GVA and health department
- Maintain adequate filling and archives
- Ensures that back up of electronic files are done on a regular basis
Others
- Researches and provides legal and pharmaceutical documents on request
- Briefs and trains new health and logistics staff
- Represents the ICRC towards the authorities in all matters concerning pharmaceuticals especially concerning the license
- Obtains information on any new laws and regulations concerning pharmaceuticals
- Develops and maintain a good working atmosphere
- Proposes points to be improved for future
- Ensures respect of internal procedures
- Weekly backup of all essential computer files
- Register and liaise with drug control authorities for proper disposal of expired and damaged medical goods as per the country and ICRC rules and regulation.
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
- Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for their own professional learning and development
- Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues.
- Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities.
Job Requirements
- BSc Degree in Pharmacy
- Minimum 3 years as a registered pharmacist or head of a pharmaceutical warehouse
- Experience in humanitarian organization is an asset
- Having medical logistics certificates is an asset.
- Knowledge of country pharmaceutical market
- Good knowledge of the country laws regarding drugs and material
- Able to work independently
- Good command of written and spoken English
- Excellent computer skills
- Team leadership skills

- High organizational skills

- Good communication and negotiation skills
- 3rd grade driving license
