Background

IIE has 100 years of experience designing, implementing, and evaluating programs that advance scholarship, build economies, and promote access to opportunities around the globe. Through a wide variety of programs, we annually serve over 29,000 participants - students, scholars, and professionals - from over 180 countries. We are committed to working in close collaboration with global partners across different sectors to design and facilitate programs which align with their goals and mission and improve organizational impact. We have had a strong presence in Sub-Saharan Africa for over 30 years, and through our office in Addis Ababa, IIE-Ethiopia oversees national and regional programs for women and girls, mainly focused on girls’ completion of secondary school and transition to university or the workforce with relevant 21st-century skills.

Partnering with global foundations, corporations, and government partners, IIE implements leadership development and mentorship programs that improve lives, strengthen communities, and promote economic and social development.

 The Project

• The Office of the President of Ethiopia, the Ministry of Science and Higher Education (MoSHE) and the Bill and Melinda Gates Foundation are partnering with the Institute of International Education (IIE) Addis Ababa office to launch a two-year project to implement the Presidential Mentorship Program for Female University Students (herein Mentorship Program).
• The Mentorship Program will be implemented in five selected universities and benefit at least 1,500 female students in their final two years in university.
• The Mentorship Program will enable female students to connect with professional women who can provide valuable mentorship, guidance, and support to succeed as they enter the workforce after graduation.
• The Mentorship Program's main objective is to increase the number of female students at public university students that graduate and join the workforce, leading to an increased number of women leaders of tomorrow. The Mentorship Program is designed initially for third- and fourth-year female university students close to entering the workforce, with opportunities for first-and-second-year female students to participate in the future.
• This Mentorship Program aims to facilitate linkages between the students and women in the workforce who can serve as mentors and bridges to leadership. Through this mentorship relationship, the students will have an opportunity to learn the practical and soft skills necessary to be marketable in the job market, such as interview skills, communication, confidence, assertiveness, public speaking and resume writing. In addition to the many skills that the students will gain from their mentors, this relationship could facilitate and open doors to potential internship opportunities.

Job Requirements

Elements of the Proposals

The Consultant who is interested to participate in the tender must provide the following:

• Technical proposal including:

1. A note stating understanding of the ToR
2. Time frame, summary and purpose of the consultancy service
3. Detailed note that states the methodology to be used
4. Proposal not exceeding a maximum of 20 pages

• Detailed CVs of the person (s) to be mobilized for the training highlighting the references and experiences in conducting other similar trainings
• COVID - 19 protocol for conducting the the M&E
• Financial proposal (detailed budget breakdown) for the consultancy service should be attached.

For the award of this project, Client (IIE) has established evaluation criteria that govern the selection of offers received. Evaluation is made on a technical and financial basis.

Technical analysis accounts for 60% and the remaining 40% accounts for financial analysis. For the technical analysis, a supplier has to score 40% to be considered in the financial analysis.

Tenders must be submitted in four (4) Envelopes’, and clearly marked TECHNICAL and FINANCIAL “Original” and “Copy”, and must include the bidders’ name, and contact address, as well as the Tender title and Tender reference number.

Tenders must be submitted IIE, Ethiopia Country Office on May 6 before 10:00 PM (Local time). IIE Ethiopian Procurement Committee will open tender responses on the same day at its own discretion.. IIE Ethiopia reserves the right to accept or reject this bid, in partial, or in its entirety.
