Job Description

  • SNV is a not-for-profit international development organization.   • SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Currently, SNV Ethiopia is working in eight regional states and the two city administrations of Ethiopia, providing technical assistance and program implementation in Agriculture, WASH, and Energy Sectors. SNV is an open and learning organization that focuses on improving the lives of Ethiopian through a market based approach inclusive of women and youth. In its new Strategic Plan period (2019 – 2022), SNV will more explicitly aim for systems change including strengthening institutions and kick-starting markets that help many more to escape poverty beyond our projects.   • Realizing Aspiration of youth in Ethiopia through Employment (RAYEE) is a five-year (Nov 2019 to October 2024 inclusive) youth employment creation project which is funded by Mastercard Foundation (MCF) and being implemented by SNV-Ethiopia. The overall objective of the project is to secure dignified and fulfilling employment and improved livelihoods for 240,000 youth (of which 70% are women) in urban, peri-urban, and rural targeted areas of Ethiopia.

Consultancy Objective

  • The overall objective of the gender and protection analysis is to identify gaps and inequalities that could negatively affect the achievement of the project objectives and inform project response to the identified gaps. 

Job Requirements

The consulting firm should have demonstrated expertise and experience in conducting gender analysis and have prior experience performing similar work in Ethiopia. It should also have renewed professional license for consultancy services.

The lead consultant of the firm and the team deployed for this assignment should possess

  • Competency and academic qualifications from multi-disciplinary backgrounds including Gender studies, development studies, law or relevant fields.
  • Outstanding data collection, analytical research and writing skills,
  • Proven track record on conducting gender analysis and protection surveys/studies (at least two similar studies), including qualitative analyses,
  • Knowledge of gender and protection issues within the country, preferably in-depth knowledge and good understanding of the employment eco-system and development of youth participation strategies/interventions.
  • Experience on quality report writing
  • Strong training, facilitation and presentation skills.
  • Fluency in English and Amharic is required. Knowledge of other local languages such as Afan Oromo, Wolaitigna, Gamo and Sidamigna is a plus.

Qualified audit firms who are interested in this opportunity are invited to apply by submitting a technical and financial proposal.

  • Technical proposal submissions shall be in hard and soft copies for ease of review. Soft copies of the technical proposal should be submitted in PDF format using Compact Disc (CD) or USB flash disc inside the sealed technical proposal submission envelop.

The technical proposal should include:

  1. Understanding of the assignment,
  2. Brief plan and trajectory you will use
  3. Competency and experience in similar assignment with detailed CV
  4. All required legal documents (business license, tin number…)

Financial proposals: The financial proposal submissions shall be in hard copy ONLY. The financial proposal shall be divided into three parts (professional daily rate including all applicable taxations for both the field work and the training, per-dime and hotel expenses for field work, vehicle related expenses).

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
