Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP)

Brief Description of the project/ unit

The Ethio-German programme on Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP) has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in December 2017. The programme is co-financed by the Norwegian Agency for Development Cooperation (Norad). The programme is part of the Germany’s Special Initiative on Displacement and seeks to provide better vocational training and employment prospects for refugees and Ethiopians. The programme supports the Ethiopian government’s efforts to build a strong vocational training system, to create jobs and to build durable solutions for refugees in line with the Comprehensive Refugee Response Framework (CRRF). Implementation takes place in Addis Ababa, Somali Region, Benishangul-Gumuz, Gambella and Tigray.

QEP works together with the public vocational training system and tries to extent the standards of the Ethiopian vocational training system to refugees and host communities. Creating pathways into employment after vocational training is crucial for the programme.

In 2021, the programme will be expanded by an additional action field focussing on psychosocial support for people affected by conflict. The position will be mainly dealing with coordinating and steering the smooth implementation activities in this field, predominantly together with NGOs and other implementing partners.

 Duration of contract:  up to July 31, 2023

Responsibilities and Duties

The expert will be based in Addis Ababa. S/he will be responsible for further developing, steering, and coordinating new activities in the field of psychosocial support and other interventions aimed at re-building livelihoods of communities affected by conflict. Her/his duties and responsibilities are as follows:

  • Contributes to developing new measures in psychosocial support, re-building and strengthening of livelihoods (e.g. counselling and referral for conflict affected people, especially women; low-scale income generating measures for creating basic livelihoods)
  • Contributes to the development and coordination of additional measures in the field of reconstruction and rehabilitation of livelihoods, e.g. short-term skills training and labor-intensive infrastructure measures in close cooperation with the respective product owners and regional program officers in the field
  • Coordinates and steers the implementation of psychosocial support measures implemented by third parties (NGOs): ensures quality of implementation, ensures implementation in line with GIZ rules and regulations (grant agreements)
  • Steers the timely and effective implementation of activities by third parties: e.g. monitoring of financing agreement/grant agreement contracts, monitoring of financial and technical performance
  • Takes necessary steps to amend or adjust contracts if it is required in cooperation with admin colleagues in the Ethiopia office and headquarters in Germany
  • Ensures timely reporting of third parties/NGOs according to agreed formats and against agreed indicators
  • Ensures that reporting data is fed into the overall M&E system of the program and can also be used for PR purposes (communication with internal and external stakeholders)
  • Develops ToRs and concept notes for additional contracts (eg. financing agreements) and short-term expert deployments
  • Cooperates with relevant government offices as well as other international organizations as well as international and local NGOs to enable an aligned approach and joint actions in line with partner priorities
  • Contributes to knowledge management and monitoring/evaluation, especially when it comes to capturing numbers in the field of employment creation
  • Contributes to PR of the program through bringing up interesting success stories, eg. related to the transition from unemployment to employment
  • Takes on further diverse tasks in a flexible manner

Qualifications

  • Master’s degree in Political science, Public Management, Psychology, Social Work, or related fields of study

Professional experience

  • A minimum of 5 years relevant occupation experience in the necessary field
  • Experience in coordinating smaller sub-projects and implementation of activities by third party organizations, such as consultancies, NGOs, etc.; experience in project management
  • Knowledge (practical and/or theoretical) in the field of psychosocial support measures (PSS), social cohesion, strengthening of community relations, reconciliation, and/or related fields
  • Knowledge and/or experience in emergency response measures, rehabilitation measures, strengthening of livelihoods and conflict affected communities
  • Good overview of and experience with GIZ rules and regulations, specifically in the field of grant agreements, financing agreements, and local subsidies
  • Basic overview and knowledge about vocational training and employment promotion in Ethiopia; experience in also developing interventions geared towards income generation are an advantage
  • Knowledge of relevant Ethiopian government, multilateral and civil society stakeholders in Ethiopia and the Horn of Africa in the field of migration and refugee inclusion, eg. ARRA, UNCHR
  • Knowledge about the status of refugees and internally displaced communities in Ethiopia and the relevant policies governing the status of these groups on a national, regional and international level (eg. refugee proclamation, Durable Solutions Initiative, CRRF, Nairobi and Kampala Declaration, etc.)
  • Experience in cooperating with or working in Ethiopian government offices, agencies, NGOs and ideally international organizations

Other knowledge, additional competencies

  • Excellent skills in English (writing, speaking, listening)
  • Very good language skills in Amharic (writing, speaking, listening)
  • Good language skills in Tigrinya are a strong advantage
  • Ability and willingness to adopt to a quickly changing working environment, new ad hoc tasks, rapidly changing requirements and responsibilities
  • Having a positive attitude towards change and openness towards uncertainty
  • Very good skills in using Microsoft Office (Excel, Word, Outlook); MS Teams
  • Very good communication skills and ability to work in an intercultural team
  • Very good skills to communicate with actors on different levels and different organizations
  • Flexibility and preparedness to perform a changing array of duties according to the needs of the program
  • Preparedness to work with a high amount of time and output pressure
  • Openness and willingness to work and embrace tight deadlines
