INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

PROJECT BACKGROUND

The Danish Refugee Council (DRC) is implementing a 4-year programme to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. The programme includes three subcontractors and has an operational footprint in Tigray, Amhara and Addis Ababa

OVERALL PURPOSE OF THE ROLE:

The Programme Coordinator (PC) will assist the Deputy Chief of Party (DCOP) in maintaining programme management processes and tools. The PC will serve as a member of the Programme Management Unit (PMU) and will be responsible for driving day-to-day project management processes, such as work planning, activity-based budgeting and coordination. In particular, the PC will work with Operations Managers, Component Leads and field-based Project Managers to develop, update and adapt workplans and activity-based budgets (ABBs) for all activities, and will regularly collate updated information in the Master Work Plan and Master ABB.

RESPONSIBILITIES

  • Under the direction of the DCOP and in coordination with field teams and other members of PMU (in particular technical, research and MEAL and operations teams), maintain and monitor the EMP workplan and associated ABBs.
  • Facilitate and record minutes of regular coordination meetings with field PMs, ensuring actions are identified and addressed, while larger issues are escalated to programme leadership.
  • In coordination with field management structures, provide support to the systemisation of all field-based implementation, including developing activity/area-specific Standard Operating Procedures (SOPs).
  • Support the DCOP in the development of the EMP Programme Manual, especially sections on EMP’s Activity Cycle, field coordination, planning, adaptive management, activity forecasting, etc. 
  • Coordinate with partners to review monthly activity forecasts and budget utilisation, using the EMP Financial Tracker tool.
  • Assist risk management through the prompt identification of key program risks and mitigation strategies at field/activity level.
  • Support the DCOP with oversight of Value for Money (VfM) monitoring and reporting, working with partners where necessary to collect information on VfM indicators.
  • Maintain calendars for regular meetings, including follow up on agreed actions.
  • Lead the archiving of program documentation in DRC’s online file sharing system, SharePoint
  • Other activities and responsibilities as directed by the DCOP, Program Director and/or COP

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • Minimum three years of experience working in international development, preferably in a coordination role.
  • Demonstrable ability to build strong relationships within a diverse team of staff and partners to facilitate coordination.
  • Robust skills in organizing, managing and coordinating processes, including good time management and attention to detail.
  • Expertise in MS Excel is a requirement, familiarity with dynamic work plan methodologies and/or software is highly desirable
  • High-level communications and interpersonal skills

Education (include certificates, licenses etc.):

  • Bachelor's Degree in Law, Social sciences, International development, or other relevant field.

Languages: (indicate fluency level)

  • Excellent verbal and written English.
  • Knowledge of local languages an added advantage
