INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, Gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
OVERALL PURPOSE OF THE ROLE:
The Program Manager is responsible for developing and managing humanitarian and development programming (protection, WASH/Infrastructure, and livelihoods/resilience), for displacement-affected communities in the Somali region of Ethiopia, including internally displaced persons (IDPs), refugees, and host communities.
This role is based in the Jijiga Area Office, covering DRC’s programming in the Area and Dollo Ado Base, and will require regular field travel to Dollo Ado and program activity sites in both locations.
RESPONSIBILITIES
- Program Management
- Oversee program quality of current and proposed projects.
- Ensure compliance of current & proposed projects with global, national, and DRC guidelines and standards
- Coordinate closely with Country-level Sector Coordination (Emergency Manager, Cash & Markets Coordinator, WASH Coordinator) to ensure consistency of program implementation, and to contribute to the development of relevant tools and guidelines
- Ensure program activities meet contractual outcome and output targets and are properly documented and evidenced.
- Lead in the development of concept notes, project proposals, log frames, and budgets to meet Area-level needs, in line with the Area and DRC Country Strategy
- Ensure that Area-level project reporting (narrative and financial) is completed and submitted on time, to a high standard
- Contribute to the assessment and analysis of humanitarian and development needs, and to lessons learned, to ensure that DRC programming remains relevant and high-quality
Team Management
- Direct line supervision of Sector managers (WASH/Infrastructure, Protection, Livelihoods)
- Oversight of Sector teams in Area and Base
- Supervision and oversight of recruitments and staffing structure of program team
- Training and performance management of Sector teams
External Coordination & Representation
- Represent DRC externally in Regional coordination forums, and ensure DRC advocacy priorities are represented and communicated
- Where required, assist the Area Manager and Base Manager with coordination/representation to Regional and Zonal authorities and other stakeholders
- Assist the Area Manager and Head of Programs in coordination and communication with donors
- Assist in the development and implementation
- Strategy
- In coordination with the Area Manager, lead in the development and regular review of the Area strategy and strategic priorities, and contribute to the development and review of Country-level sector strategies.
- Coordinate closely with the Area Manager and Protection Manager in the development and implementation of Advocacy strategies
As Manager the post-holder is responsible for the following:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
- Accountable for making significant decisions on what the unit does: its purpose, functions, and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Accountable for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC
- This role is based in the Jijiga Area Office, covering DRC’s programming in the Area and Dollo Ado Base, and will require regular field travel to Dollo Ado and program activity sites in both locations.
Experience and Technical Competencies: (include years of experience)
Experience
- At least 3 years experience in a senior project/ program management role
- At least 2 years experience with people management
Skills
- Project management skills, with experience in project/program planning, delivery, and monitoring
- Sector skills; demonstrable understanding of relevant Sector guidelines and standards, with experience overseeing WASH/Infrastructure, Livelihoods/DRR, and Protection programming
- Reporting & Communication skills; with experience in drafting narrative proposals and project reports, with the ability to tailor written and oral communication to the context
- Financial management skills, with experience in budget and expense management, and financial reporting
- Compliance skills; with experience of ensuring activities and expenses are in line with relevant guidelines
- Liaison/coordination skills; with experience communication and coordinating with humanitarian partners, local authorities, community leaders, beneficiaries, and other stakeholders.
- Full professional proficiency in Somali and English
Education (include certificates, licenses, etc.):
- Master’s degree in Human rights, Law, International relations, Social sciences, Economics international development, or another relevant field.
Languages: (indicate fluency level)
- Fluent Somali essential
- Excellent verbal and written English.
- Proficiency in other Ethiopian languages preferred
