KEY AREAS OF ACCOUNTABILITY:
Oversight and management of humanitarian emergency programs
- Coordinate regular management and technical support visits to field offices and project sites to support implementation and ensure that programming meets/exceeds international standards and corresponds to work plans and budgets;
- Serve as budget holder on humanitarian awards in the hub, including Central Seed Fund and Appeal allocations
- Oversight on implementation of all humanitarian awards in the hub within categorized responses that the SHRM is coordinating
- Provide required support to the emergency operation at grass root or field level and overall coordination of humanitarian response projects by hub.
- Share information on emergency needs to meet potential new funding opportunities with PDU and work closely to coordinate the development of new funding opportunities.
- Coordinate and lead on planning and implementation of new Save the Children humanitarian responses and delegated program budgets, logistics, HR and Technical coordination in the hub
- Represent SCI in relevant external humanitarian forums, with other INGOs, UN Agencies, different levels of government and donors.
- Together with relevant SCI staff and partners ensure project implementation plans, kick off meetings, regular monitoring and reporting in line with delegated Budget Holder responsibilities;
- Identify challenges in the design or implementation of humanitarian projects and give feedback on the required corrective actions to address them;
- Ensure high quality communications materials are gathered and shared, and be ready to represent the organization to external media agencies as required;
Project implementation and operations management
- Provides management oversight of relevant operational and technical teams and holds accountability for effective, timely and high quality implementation across multiple field offices of categorized response programs and in line with SCI global standards.
- Work closely with the logistics team to ensure efficient delivery and support of humanitarian programs, through the relevant operational team or field office.
- Coordinates technical support to field based SCI staff and partners in the course of project implementation.
- Coordinates and supports recruitment of key emergency response positions
- Prepares periodic reports on the implementation of humanitarian project activities as per the requirements of individual donors and SCI to a high standard;
- Prepare humanitarian project implementation plans (annual plans) for projects she/he is responsible for.
Programs and Grants Management Oversight;
- Manage the current humanitarian grants through organizing monthly meetings to review BVAs; ensure SCI funds are spent/committed in compliance with the agreed objectives, timeframe and donor regulations In collaboration with finance staff, organizes and maintains information on project overhead costs and ensures Master Budgets are in place and up to date
- Prepares humanitarian project budgets as part of planning a project, prepares annual and quarterly project budgets.
- Follows up on budget utilization and project expenditure and makes periodic project budget revisions.
- Report writing and/or compilation.
Capacity Building
- In collaboration with the Addis Ababa and field based SCI staff, makes assessment and analysis of the capacity of key staff and implementing field teams.
- Identify and recommend possible supports to staff and field teams to build their capacity and to facilitate project implementation.
- Facilitate in capacity building trainings of field staff.
Documentation, Learning, and Research
- Ensures proper documentation of SCI’s humanitarian experiences and lessons shared to the relevant units.
- Facilitates information sharing and learning between SCI and relevant Government partner offices, in the area of Child focused humanitarian response.
SAVE THE CHILDREN INTERNATIONAL
ROLE PROFILE
- Participate in evaluation, monitoring and review to ensure strict compliance of program activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
Representation, communication & relationship building
- Contribute to the maintenances of strong relationships with key national partners and coordinate with other INGOs with humanitarian capacity.
- Represent Save the Children’s humanitarian response to local authorities, donors, working groups, clusters, task forces, and other members of the humanitarian community.
- Establish links and good relationships with relevant government offices/authorities and NGO’s
Staff Management, Mentorship, and Development – Humanitarian
- Contribute to the country ERT in clarifying what it takes to serve in three different groups of needy population and their special needs: refugees, pastoralists and non-pastoralist.
- Manage the performance of staff under her/his supervision in the Humanitarian work area.
Job Requirements
Academic Qualification:
- Bachelor's degree in relevant field of study and minimum of 10 years of relevant progressive experience, out of which 5 years in managerial role.
Demonstrates experience of:
- Humanitarian operations management and emergency response, including; supply chain planning, human resource management, financial and grant management, proposal development and reporting, inter-agency coordination within the UN cluster approach, inter-sector coordination and multiple program site management.
- Practical experience in DRR Project/program development and EPP;
- Practical experience in Early Warning Assessment, food gap analysis through different means including Household Economy Analysis approach.
SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE
- Good understanding of Humanitarian minimum standards (SPHERE, HAP etc).
- Experience of working in insecure and complex environments.
- Good national, regional and field level experience in multi-sector humanitarian response, including food assistance programs, nutrition and WASH.
Demonstrates skills in:
- Awards and Financial Management systems.
- Monitoring and Evaluation systems.
- Facilitation and communication skills, etc.
- Logistics management and supply chain
- Solid budgeting skills and knowledge of key donor regulations
- Good interpersonal and communication skills including influencing, negotiation and coaching
Demonstrates aptitudes in:
- Cultural awareness and ability to work well with individuals of diverse backgrounds and cultures.
- Fluency in English, both verbal and written.
- Competency in local language is preferred
