Major Responsibilities:

Key Roles and Responsibilities

• Design (customize) and implement electronic / mobile-based data collections tools 
• Manage, administer and monitor the IT infrastructure used to host the technologies used by SPIR DFSA
• Handle backlogs, execute the required system or forms updates, upgrades, integrations, uploads, and ensure the smooth data transfer to/from the server,
• Support in the Master participant list (MPL) registry, updates, and integration/smooth transfer of data with Federal/Regional PSNP MIS, and support in the development and implementation of data-sharing arrangements between SPIR MIS and the governments’ PSNP MIS
• Ensure and maintain the proper functionality of SPIR MIS system as well as the mobile data collection platform (ODK collect/SPIR collect) as per the technical and business requirements to ensure effective and efficient use of SPIR system (including its workflow, business logic, data visualizations, interface, integrations, and reporting),
• Check data quality as per donor (USAID) and WV standards, address data discrepancies, conduct data reconciliation, and ensure proper documentation by closely working with SPIR MEL teams, database specialists, data collectors, and the remaining SPIR technical team,
• Conduct data cleaning, data analysis, data visualization, and production of regular reports (weekly updates as well as monthly, quarterly and annual results report,
• Support in the development of knowledge management system or knowledge sharing platforms development and implementation on top of supporting MDC and MIS development and refinements,
• Liaise with WVE ICT as a technical counterpart from SPIR DFSA 
• Prepare and conduct technical training and refresher to SPIR staff in the use of the MIS and MDC and also support the government in its capacity-building efforts on MDC and MIS (by closely working with Federal, regional, and woreda level PSNP MIS team) so as to have smooth data sharing mechanisms between SPIR and federal and local government counterparts
• Provide technical support to project staff that use the SPIR DFSA technology platforms
• Follow up with procurement team on ICT (hardware and software) purchases for hardware and software
• Performs any other related duties as assigned by his immediate supervisor 

Job Requirements

• 5 years experience in areas such as Software Development, Network Management and System Administration or a similar role and have proficient and demonstrated ability and knowledge in:
• Enterprise application/software design, development, and implementation using industry-standard technologies and best practice
• Advanced knowledge of Java and PHP with advanced knowledge in Spring and Laravel framework for each, respectively
• Relational Database Management Systems (DBMS) preferably MariaDB (MySQL) and PostgreSQL
• Open Data Kit (ODK) platform and different tools in its ecosystem
• Basic Android development technologies preferably Android Studio and Android SDK
• Server environment setup and management preferably Debian and Ubuntu operating systems
• Statistical database management systems preferably STATA
• Source code management technologies preferably Git
• Advanced computer network management and monitoring
• Data analysis, reporting, and visualization technologies preferably Power IB and Jasper Reports

Education and training:

• Masters in Computer Science, Software Engineering or similar field

Required skills, knowledge & characteristics:

• Fluency in written and oral English
• Strong report writing and communications skills
• Analytical and problem-solving skills

Working Environment / Conditions:

• Work environment: Office-based with travel to the project sites is required.
