ECDD EXECUTIVE DIRECTOR

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian development CSO established in 2005 and re-registered on 17 May 2019, Certificate of Registration No. 0321, as a local organization in accordance with the Civil Society Organizations Proclamation No. 1113/2019. ECDD works collaboratively with other organizations to promote, facilitate, and build organizational capacity for “disability-inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and non-governmental development programs.

ECDD is looking for an Executive Director to lead the organization, based in the ECDD Head Office in Addis Ababa.

JOB SUMMARY

The Executive Director, reporting to the ECDD Board of Directors, provides overall direction and management of ECDD, its program and personnel, to fulfill its mission and legal mandate.  The Executive Director has overall responsibility for strategic planning, and for program planning, budgeting, implementation, reporting, monitoring and evaluation, as well as for finance and personnel administration, including human resource development.

DUTIES AND RESPONSIBILITIES

  1. Promote the development and expansion of ECDD by recruiting various individuals to become ECDD Association members, who share a common commitment to combat the social and economic exclusion and impoverishment of people with disabilities and their families in Ethiopia.
  2. Promote disability rights and equal opportunities for persons with disabilities to access mainstream health services, education, vocational skills training and work opportunities in the community.
  3. Develop and manage ECDD relations with donor partners, and with international and national networks or organizations, including bilateral development assistance agencies, local, national and international non-governmental development organizations, and organizations of persons with disabilities (DPOs) active in disability rights promotion and development work in the country.
  4. Ensure the preparation of the annual ECDD program of activities, budget plans, and annual activity report, and their timely submission to the ECDD Board of Directors, the General Assembly and to the relevant government authorities.
  5. Guide the design, implementation, and evaluation of program activities to strengthen the capacity of DPOs, development organizations and relevant federal, regional and local government departments and bureaus to promote and practice inclusive service delivery, development and knowledge sharing.
  6. Prepare and submit funding proposals to partner organizations and international donor agencies.
  7. Ensure proper and timely project progress and financial reporting to government and to donor agencies and partners.
  8. Oversee the execution of the ECDD communications strategy to enhance recognition of ECDD and its work, including the ECDD website.
  9. Represent and/or facilitate ECDD representation in major international, regional, or national events related to disability and development.
  10. Oversee the management of ECDD Head and Regional Office personnel, and ensure proper management of property and finances.
  11. Develop and apply administrative guidelines related to office, program and personnel management.
  12. Oversee implementation of the ECDD safeguarding policy, and track and report progress on its implementation.
  13. Undertake such additional tasks as may be assigned by the Board of Directors.

Job Requirements

Required qualifications:

  1. Education – Minimum of Master’s Degree in Social field of studies
  2. Professional experience – minimum 10 years responsibility for the implementation, coordination and management of donor-funded development projects, of which a minimum of 4 years in an organization senior management position
  3. Good understanding of disability and disability issues
  4. Previous professional experience working with persons with disabilities is desirable
  5. Ethiopian Sign Language and knowledge of other Ethiopian languages also desirable
  6. Excellent interpersonal relationships and team work
  7. Excellent communication skills
  8. Able and willing to travel frequently to project intervention areas in all Regions
  9. Competence in the use of computer applications
