  • The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Protection Field Officer 1, specialized on addressing sexual violence (1 year fixed term contract), based in Mekelle.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement

ACCOUNTABILITIES AND RESPONSIBILITIES

General responsibilities

  • Implements protection activities under the supervision of the Protection team leader.
  • Contributes to analyses of the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with team members, and reports any change in the situation.
  • Supports field and protection teams in designing, implementing and monitoring protection activities in the area of responsibility.
  • Collects, compiles and translates protection-related information (with care for staff risk management).
  • Acts as an interpreter of local languages (Tigrinya and Amharic mandatory) and as cultural adviser for the protection team leader and other delegates during interactions with individuals, communities, and authorities/weapon bearers when necessary, including during sensitive interviews.
  • Analyses and contributes to written internal reporting and activity programming.
  • Helps to make internal and external meetings meaningful (preparation, participation, reporting and follow-up).
  • Develops and maintains contact with the local/regional authorities, the local population, communities, service providers, etc.
  • Organizes field trips: arranges all necessary material / bookings, etc., with logistics, ICT, Administration, and other relevant departments.
  • Fosters a conducive environment (multidisciplinary approach, good team dynamic) among team members.
  • Ensures the sustainability of her/his work and puts in place, including an archiving system for the purpose of institutional memory.

 Addressing Sexual violence (50%):

  • Monitors trends on sexual violence in relation to the armed conflict. Gathers, compiles, and analyses sexual violence-related information from direct and indirect sources, including through community-based methodology, all with appropriate care for staff risk management and confidentiality.
  • Contributes to the design, preparation and implementation of specific activities in the field of sexual violence, including coordinating with relevant assistance departments to integrate sexual violence prevention and response into existing activities.
  • Supports the sub-delegation teams in understanding trends and patterns in their areas of responsibility and in mapping of referral pathways.
  • Develops and maintains contact with the authorities, communities, and external actors involved in activities related to sexual violence.
  • Identifies training needs and contributes to the design of context appropriate training materials, both for ICRC staff and for an external audience.
  • develops and maintains a local holistic sexual violence referral pathway and regularly updates it and communicates it to protection and other colleagues
  • contributes to in-briefings to new sub delegation staff on the issues of sexual violence and approaches used to address it

 Protection of the Civilian Population (PCP) (20%)

  • Gathers information on potential PCP cases, documents and recommends follow up under the supervision of the protection team leader. Contributes to the regular follow up of PCP cases.
  • Encodes all violations in the Prot6 database according to the PCP guidelines, in a timely manner.
  • Develops and maintains a network of interlocutors (civilians, authorities, weapon bearers, etc.) that can relay information on violations of International Humanitarian Law (IHL). Updates a local mapping of stakeholders on PCP institutional priorities: sexual violence, child protection, access to education, health care in danger, weapon contamination, etc.
  • Supports field staff’s overall implementation of the Community-based Protection (CBP) approach, including: identification of communities/locations, risk assessment, preparation (including practical field trip preparation), contribution during CBP workshops and follow up.

Communication and Dissemination (10%)

  • Assists the Communication department in identifying target populations with vulnerabilities and concerns that are communicable.
  • Carries out operational/beneficiary communication sessions to relevant actors independently, or in a support role together with the protection team leader, delegates and/or the communication Field officer.
  • Introduces the ICRC in general, its mandate and its protection activities to new interlocutors (autonomously and/or in support of the communication Field Officer).
  • Stays up-to-date with the key messages produced by the communication department to explain the ICRC position on specific topics to various stakeholders in the field.
  • Supports, when required, the drafting of key messages and other communication material.

Internal Reporting (10%)

  • Contributes to ad hoc situational reports and analytical documents upon request by the protection team leader.
  • Drafts and contributes to technical documentation with the protection team leader after activities:
  • Field trip reports (FTR) after every field trip.
  • Minutes of meetings (MoM) for meetings with external interlocutors. 
  • Contributes to the protection department’s periodical reports and updates.

Preparation and Conduct of Field Trips (10%)

  • Prepares Field Trip Forms and submits it to Logistics – updates any changes to the plan if required.
  • Organizes field trip activities according to priorities and in coordination with the protection team leader.
  • Prepares all operational forms and questionnaires to ensure they are available if needed during the field trip.
  • Ensures that all relevant dissemination materials are available during a field trip. 
  • Informs Radio room of position in the field, in accordance with MEK procedures.
  • Leads a multidisciplinary team during a field trip, if required. Conducts pre-field trip briefings and post-field trip debriefings as necessary.

Assistance to other Departments, if required by operational needs

  • Provides punctual support, if required (e.g. during distributions and assessments, to translate for specific activities and/or facilitate meetings, etc.).
  • Liaises and shares information on cases needing assistance and/or referrals (EcoSec, Health, etc.).
  • Collaborates closely with other departments on multidisciplinary files (Health care in danger, Community-based protection, etc.).
  • Shares relevant information gathered in the field, as well as proper background briefings, to other departments operating in a specific area.
  • Shares relevant observations from the field that would improve the other departments’ activities and strategy.
  • Gathers protection concerns coming from other departments’ activities and contacts.

ADDITIONAL DUTIES:

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Takes responsibility for their own professional learning and development.
  • This role requires frequent travel outside of Mekele town. The employee will spend up to 70% of his/her time in the field.

Job Requirements

  • University degree in the field Social Science, Social work, Health and mental health, Law, or related fields
  • 3-5 years’ previous professional experiences, for instance in humanitarian/social/ health/legal, or similar field.
  • Excellent command of English, Amharic and Tigrigna
  • Excellent inter-personal skills
  • Good writing and reporting skills
  • Computer Skills
