REACH Ethiopia envisions contributing to the development and wellbeing of humanity through innovation and maximizing the utilization of opportunity available for the generation. The major goal of REACH Ethiopia is health service delivery commitment and contributing its part to improve the general health service and wellbeing of the disadvantaged community in move towards the sustainable development goal. 

REACH Ethiopia is currently implementing USAID Urban TB LON and Eliminate TB Projects in 2 City Administration (Addis Ababa and Dire Dawa) and 3 Regional States (Harari, Sidama and SNNPR) to contribute toward ending Tuberculosis through finding missing people with TB to access early diagnosis, care and treatment services.

REACH Ethiopia is seeking a qualified Finance Manager. The Finance Manager is responsible for the integrity, control and compliance with financial management including handling the accounting activities of the REACH Ethiopia. The Finance Manager will also provide technical support to the finance team in addressing BOOST and USAID organizational capacity building assessment recommendations on financial management and internal control systems, and conducting financial analysis and strengthen the financial record-keeping and management.

Responsibilities/duties and reporting lines

Capacity building, internal control, and compliance: Reports to Executive Director

  • Finalize/regularly update finance, procurement manuals, cost allocation policy and indirect cost recovery methods and regularly report the implementation of such manuals and policies as per USAID/BOOST Support Team recommendations.
  • Regularly assess compliance of projects as per the RECAH Ethiopia, USAID and other donors’ policies, procedures, and internal control requirements 
  • Identify and assess areas of significant business risk in the organization that affects project effectiveness and efficiency.
  • Actively train and mentor Finance staffs in the areas of compliance to USAID and other donors’ financial systems and procedural requirements

Financial management: Reports to Administrative & Finance Manager

  • Analyze and develop administrative guidelines and procedures within REACH Ethiopia and donors’ framework
  • Maintain clear and up-to-date books of accounts that meet internationally accepted accounting principles and financial reporting standards.
  • Maintain the financial operations funds ensure adequate financial liquidity for the smooth running of the office
  • Prepare regularly financial reports/statements
  • Review REACH Ethiopia chart of accounts as may be needed
  • In consultation with the Finance and Admin Manager, responsible for preparation of annual budgets to be presented to the Board of Management and General Assembly for approval and for donors.
  • In consultation with the Admin and Finance Manager, manage budget to ensure that budget line items are expended as per approved budget, accurately recorded, budget vs actual analysis (per project) is monthly conducted.
  • Maintain clear record of program funds (TA and loan) utilization under a multi-donor approach to ensure clear accountability for donor funds.
  • In coordination with the Admin and Finance Manager, ensure timely disbursement of funds and regularly update management.
  • Support REACH Ethiopia’s financial operation including controlling purchases and expenses and ensuring timely honoring of REACH Ethiopia obligations vis-à-vis supplies and vendors
  • Coordinate support staff under the guidance of the Admin and Finance Manager to ensure smooth running of activities
  • Play the role of REACH Ethiopia Admin and Finance Manager in his absence; hence design and maintenance proper personnel files for all REACH Ethiopia staff
  • Maintain payroll and ensure timely payment of staff in collaboration with the finance officer
  • Ensure regular inventory is conducted and maintain an up-to-date record of REACH Ethiopia assets.
  • Ensure proper and safe filing of all records and contracts signed by REACH Ethiopia
  • Avail all necessary information during internal and external audit processes as may be required by Auditors.
  • Ensure addressing and implementation of previous audit findings and recommendations.
  • Participate in technical review of proposals to be submitted to the Board of Management and donors.
  • Provide technical advice, mentoring and/or training to staff on matters related to accounting and finance management
  • Participate in developing REACH Ethiopia proposals and reports to be presented to the Board of Management, donors and other stakeholders as may be required.
  • Any other duty as may be requested by Admin & finance manager.

Job Requirements

Qualifications:

  • Master’s degree in Accounting, ACCA qualified or relevant financial or international development field, Master’s degree a plus
  • Minimum of 10 years of experience in similar financial, compliance, or operational role supporting USAID and international donor projects; dedicated experience operating projects in field a plus
  • Experience with budgeting and financial reporting requirements on multimillion-dollar USAID-funded projects
  • Familiarity with USG Federal Acquisition Regulations and USG contracting rules
  • Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
  • Understanding Ethiopian government requirements for NGO’s
  • Demonstrated experience operating in developing country environments, including managing projects, budgets, and workstreams as well as local staff
  • Strong organizational and interpersonal skills and ability to solve complex problems
  • Ability to write, communicate, and prepare contractual documents clearly in English
  • Proficient in MS Office and experience in using accounting software
  • Professional proficiency in additional languages a plus.
