In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Position Title: Project Officer - Safeguarding and Protection  

Department:  Program

Duty Station: CRS Ethiopia/Mekelle 

Required Number: One (1)

Employment Term: Definite Term for 7 Month

Reports To: Program Manager-Safeguarding and Protection

Job Summary:

As a member of the Safeguarding and Protection unit, you will be based in Tigray. You will coordinate, support, monitor and report on all CRS Ethiopia Safeguarding and Protection activities in Tigray. You will provide support for the country program in different activities and responses undertaken in Tigray to mitigate safeguarding and protection risks and ensure safeguarding and protection concerns are addressed as per CRS safeguarding policy. You will also support the design and implementation of the Feedback and Response Mechanism for the Tigray region in line with CRS policies (MEAL, Safeguarding) and program quality principles, and donor guidelines. 

Job Responsibilities: 

  • Coordinate, implement and monitor all safeguarding and protection activities in Tigray in-line with the CRS safeguarding policy and international standards.
  • Participate in different safeguarding and protection assessments to better ensure safeguarding and protection concerns in different programs and projects specifically in Tigray.
  • Supervise and support safeguarding, and protection project assistants based in Tigray.
  • Collect information on staff and partner organizations capacity needs on safeguarding and monitor capacity building activities.
  • Provide technical assistance, accompaniment and mentoring to partner staff on safeguarding approaches, system, and tools.
  • Provide support to safeguarding and protection unit in different capacity strengthening and awareness raising activities to enhance staff and partners capacity on safeguarding and protection.
  • Support the design and management of feedback and response mechanism in the region to ensure accountability. 
  • Supporting with the development of standard Operating Procedures that outline the process for escalating sensitive reports that pertain to safeguarding and protection issues.
  • Collaborate with safeguarding and protection team in designing IEC and training materials on safeguarding and protection.
  • Develop TORs and reports for different safeguarding and protection activities as may be required.
  • Work together with safeguarding and protection team to ensure protection mainstreaming in all CRS programs implemented in Tigray.
  • Participate in the development of protection mainstreaming tools, checklist, and guidance for various CRS projects.
  • Participate in different safeguarding and protection meetings and networks representing
  • CRS.
  • Provide any support for safeguarding and protection unit as may be requested by the supervisor.

Job Requirements

Typical Background, Experience & Requirements:

  • BA or MA degree in Gender, Law, Safeguarding, Protection, Human rights, or related Social Sciences
  • Minimum of three (3) years of experience for MA degree and five (5) years for BA degree
  • Proven experience in safeguarding, protection, gender, or law
  • Experience on GBV case management is highly desired
  • Fluency in English and the local language
  • Able to work on a high level with Word, PowerPoint, and Excel
  • A previous experience in an international NGOs and/or institution is a strong advantage

  • Good relationship management skills and the ability to work closely with local partners and community members

 Required Language: English and Tigrigna

 Travel Required: 60%

 Key Working Relationships:

Supervisory: Safeguarding and Protection Program manager

Internal: Safeguarding and Protection program team members, MEAL team, Deputy Country Representative, Human Resource, CRS program staff in Tigray

External: CRS partner organizations, UN agencies, INGOs, national level safeguarding and protection networks
