Job Description

Ethiopian Human Rights Commission (EHRC) is looking for qualified candidates to fill the following positions. 

REPORT TO : Finance Director

DURATION : 3 years(36 months) fixed term contract (as a project based fixed term hire) but with a possibility of moving to long term employment in line with the new organizational design

SALARY RANGE : Gross monthly salary of ETB 25,756.00- ETB 30,676.00 plus 20% benefits, depending on candidates qualification, experience and earning history

Purpose of the Job:

The Finance and Admin Coordinator is responsible for preparation of journal entries, General Ledger, review of financial reports and preparation of invoices for project related expenses to the donor. In addition, the role provides support on other similar donor funded projects.

Main Duties and Responsibilities: 

  • Review financial reports of EU projects and other donors as assigned, considering accuracy of information, supporting documentation and compliance of expenses with the budget and donor regulations.
  • Ensure donor and Government compliance aspects are met in financial recording and reporting
  • Ensure staffs comply with financial guidelines and approval levels
  • Follows up with office staff on errors or unallowable expenses.
  • Manage the project funds at the sub-office including processing payments via petty cash and submission of approved payment requests to the Finance Director/Finance and Admin Director.
  • Prepares journal entries for office expenses into Commission’s General Ledger for review by the Finance Coordinator and approval by the Finance Director/Finance & Admin Director.
  • Research and documents donor disputes in a timely manner and provides recommendations for action or adjustments to the Finance Director/Finance& Admin Director.
  • Notifies the Controller of significant problems such as significant variance with the approved budget, cost share issues, or unallowable costs.
  • Keenly verify expenditures and payments to vendors based on approved procurement plans and processes, purchase requisitions and purchase orders.
  • Responsible for proper archiving of financial documents
  • Prepares billings to donors based on financial reports submitted from branch offices in a timely manner and in accordance with contractual agreements.
  • Follows up with donors on questions or problems regarding invoices; and provides guidance to the project accountant as needed.
  • Assists with project related inquires for the annual audit and works with the Finance Officer and Controller to prepare schedules and respond to questions;
  • Support in preparation and reallocation of budgets for EU projects. 
  • Prepare periodic budget vs actual reports and closely work with Project Coordinator in monitoring budget spending against the project/activity plan. 
  • Support the preparation and distribution of tender document for the procurement of goods and services for EU projects.
  • Oversee that all bidding processes adhere to the Commission’s procurement policies and procedures and EU regulations for procurement.
  • Review supplier agreements/contracts to ensure agreements/contracts adhere to EU regulations.
  • Support in other procurement related activities as requested by Supervisor.
  • Perform other related duties as required by the supervisor.

Job Requirements

Qualifications and Experience:

  • BA Degree in Accounting or Accounting and Finance.
  • 6 years of relevant experience
  • Prior experience working on EU projects is required.
  • Experience and knowledge of IFMIS, IFRIS are required.
  • Proficient computer skills
  • Knowledge of Amharic and English is required.
  • Knowledge of other local languages is advantageous.
