Program Overview:

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Position Summary:

The Gender Specialist will provide support to the READ II project team and local counterparts on gender approaches and interventions for the vulnerable and at-risk population within Tigray in coordination with the Team Leader: At-Risk & Vulnerable St. & Crisis Modifier based at the Central Office in Addis Ababa.

Reporting & Supervision: 

The Gender Specialist will report to the Regional Director and works closely with the Tigray Response Lead and Team Leader: At-Risk & Vulnerable St. & Crisis Modifier, in Addis Ababa Office.

Primary Responsibilities:

  • Collaborate with the Team Leader: At-Risk & Vulnerable St. & Crisis Modifier to conduct studies on gender and EGRA results.
  • Assist in development of materials to address female dropout and poor performance.
  • Collaborate with the Team Leader: At-Risk & Vulnerable St. & Crisis Modifier to implement student success and support packages with schools and communities
  • Manage the design of social messaging around girls’ education focusing on educational challenges.
  • Support woredas/school to develop an effective School Improvement Plans (SIPs).
  • Support students in refugee camps and host IDP centers and community schools in the region.
  • Develop the student success and support package that focuses on improving access to education, engagement, and performance for at-risk children.
  • Train schools and communities on gender issues and school support packages.
  • Compilation, analysis, and interpretation of gender and GBV issues and statistical data, thorough research and preparation of quality analysis and reports.
  • Facilitates knowledge building and mainstreaming of gender and gender-based violence.
  • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned.
  • Training and capacity building support for IDP and school communities.
  • Conduct assessments, identify needy gaps and propose and implement possible solutions.
  • Effective monitoring, measuring the impact of student learning and timely readjustment of program.
  • Produce quarterly reports and periodical updates on activities, outputs, and outcomes.
  • Builds strong relationships with project beneficiaries and local government actors.
  • Represent READ II in Regional Education Cluster and different working groups.
  • Other related duties as assigned

Job Requirements

  • Master’s Degree in Education or related pedagogically oriented field.
  • At least 5+ years of general experience and 3+ years of experience in work specifically to improve education programming directed to rural, ethno-linguistic underserved populations.
  • Proven experience developing effective training materials
  • Proven experience organizing schools and communities to participate in trainings
  • Prior experience with supporting family/community engagement of education outcomes.
  • Experience in emergency preparedness and response.
  • Fluency in English and local language (Tigrigna), verbal and written.
  • Good knowledge of the context of Tigray and/or the region is an asset.
