Background
Empower Youth for Work (EYW) is a five-year program (2016-2021), funded by the IKEA Foundation. The program focuses on enabling young people (especially young women) in rural climate-affected areas of four countries, of which Ethiopia is one, to seek and obtain decent work. Working with a wide range of stakeholders (including young people, government, and the private sector), the program applies a holistic approach to also consider the issues of gender-based discrimination, sexual reproductive health, and quality education that could affect how young people make choices about employment. The program activities promote climate-friendly practices and support young people and their communities in adapting to the effects of climate change.
The EYW program aims to achieve improved economic and social empowerment for young women and men (age 15-29) living in rural climate-change-affected areas. It does so by focusing on three long term objectives:
CONSULTANT DESCRIPTION
Oxfam in Ethiopia seeks a Consultant to conduct quantitative & qualitative data collection and translate and process the data in preparation for analysis. The consultant will coordinate the data collection with remote enumerators that interview youth respondents and community respondents as described in the methodology. Data will be collected in woredas of two regions, Namely: Somali region (Fafan and Siti zone), and Oromiya (Arsi and West Arrsi zone.
Research Objectives
To ensure that our project is contributing to respond to a changing future of work and income and ensure young people can take control of their own future, we conduct specific research to generate specific findings on employment. The findings will be used as the final measurement of EYW project implementation in Ethiopia to cope with a changing future of work in a way that reduces inequality.
The research is mainly relying on a quantitative approach. A baseline study was conducted in early 2017; a midline study in May 2019, and data for the end line study will be collected in June 2021 Next to the quantitative survey, qualitative Focus Group Discussions will be conducted to understand how change happens.

Essential - Experience, Knowledge, Qualifications & Competencies
The consultant must have a strong record in conducting quantitative research, especially quantitative research applied to social sciences with local communities. Further, the consultant should have experience with conducting and reporting qualitative FGD to complement quantitative data. The consultant should have the following skills and competencies:
Interested applicants can collect the TOR from OXFAM Ethiopia Program Office, starting from April 27, 2021. Applicants are required to carefully read through the TOR and based on their interest and previous experience, make a note of the planned timetable, and submit their financial and technical proposal by May 05, 2021(4:00 PM).
