Extension and Gender Advisor

Integrated Soil Fertility Management (ISFM+)

The “Supporting Soil Health Interventions in Ethiopia” (SSHI) project was initiated to provide proof of concept for the impact of leveraged geospatial soil, agronomic, and health data on transformative agricultural development in Ethiopia. The project aimed to (1) increase the quality, efficiency, and reach of government and private-sector services; (2) improve national and regional resource allocation and policies; and (3) increase the quality, availability, and utility of data and evidence.

The first phase of the project has facilitated the development of a data sharing policy and implementation guidelines and the collation primary and legacy soil and agronomy data. The second phase of the project (SSHI-2) is aimed at strengthening the Agricultural Extension System, which will be tested using evidence-based extension messages. In consultation with the Agricultural Extension Directorate (AED) of the MoA and the SSHI project manager, the incumbents will lead/support the implementation of a SWOT analysis of the current Agricultural Extension System and the implementation of activities necessary to strengthen the effectiveness and efficiency of the system.

Contract duration: Until December 31, 2023   

Responsibilities

  • Support the AED Director in coordinating and overseeing the implementation of priority activities identified in the National Agricultural Extension Strategy, with emphasis on the Farmers-Extension-Research-Data (FRED) linkage mechanism
  • Support the SSHI Project Manager in developing and piloting the gender-sensitive FRED linkage mechanism

Tasks

At AED / MoA

  • Contribute to the coordination and implementation of activities aiming at the establishment FRED mechanism, including SWOT analysis, roadmap development and implementation of activities to strengthen and test the FRED mechanism
  • Plan and organize multi-stakeholder workshops and meetings and ensure documentation of their outputs and action points 
  • Follow up on the implementation of action points coming out stakeholder consultations
  • Lead and coordinate the preparation of reports, promotional and other documents, including key lessons and challenges related to the implementation of FRED linkage mechanism
  • Closely interact and work with the SSHI and ISFM project staff
  • Perform other assignments as required

At SSHI / GIZ

  • Support and facilitate the implementation of SWOT analysis of the existing FRED mechanism to identify priority bottlenecks
  • In consultation with AED and SSHI project manager, organize consultations with key extension and research service providers to establish/strengthen a FRED mechanism
  • Support organization of and participate in events such as stakeholder workshops
  • Support the development of sub grant proposals to address the key bottlenecks identified and prioritized through the SWOT exercises
  • Oversee and coordinate the implementation of activities towards the development and testing of the FRED mechanism
  • Contribute to the project’s planning, M&E, human capacity development (training), reporting
  • Closely interact and work with the AED/ MoA
  • Perform other assignments as required

Job Requirements

Qualifications and Experiences

  • MSc in Agricultural Extension, Social Science, Agricultural Economics, Rural Development or related fields

Professional experience

  • At least 5 years of professional experience (in a similar position) in the areas of agricultural extension and gender, participatory agricultural extension and policy research and development, or other relevant topics.
  • Experience in working on institutional linkages and collaborations with the Ministry of Agriculture and its stakeholders

Other knowledge, additional competences

  • Excellent English language skills, both written and oral
  • Proven ability to produce high-quality reports and documents, including publications
  • Excellent knowledge of standard computer applications, especially PowerPoint, Excel and Outlook.
  • Experience in workshop facilitation and multi-stakeholders’ engagements
  • Excellent communication and presentation skills targeting different audiences
  • Experience in working in multi-disciplinary teams
  • Ability to work independently and meet deadlines under tight schedules
