Job Description

Roles & Responsibilities:

The purpose of the Shelter Assistant position is to assist the day to day implementation of the Shelter project activities in the refugee, IDP camps and host communities. The shelter assistant will support the mobilization and supervision of incentive workers among beneficiaries for shelter activities. 

Generic responsibilities

  • Adherence to NRC policies, tools, handbooks and guidelines
  • Supervision of Community Incentive Workers in Refugee & IDP camps / Host communities
  • Prepare and develop status reports as required by management
  • Implement CC SoPs and ensure high technical quality of projects
  • Collaborate with camp level partners and refugee representatives during work execution in camps
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Promote the rights of refugees in line with the advocacy strategy. 

Specific responsibilities

  • Assist in field information and data collection to inform Project design and planning
  • Assist in the preparation of contract documents including BoQ & drawings for execution of approved SHELTER construction projects
  • Assist and close follow up the supervision of shelter projects and out sourced constructions
  • Ensure quality construction materials are delivered as per the specification given during purchase requisition.
  • Prepare timely Verification/Completion Certificates for all properly completed construction projects to facilitate proper and prompt payment to Partners / contractors.
  • Prepare timely requisition of materials from Stores
  • Keep track of the stock levels of SHELTER related materials and items and follow up on project supplies
  • Prepare and follow up Payment Requests for partners, contractors and suppliers
  • In liaison with the Administration and Logistics departments make necessary arrangements for SHELTER related staff travels, workshops, trainings, meetings, etc
  • Maintain a proper SHELTER Project documents filing, retrieval and archiving system
  • Assist in the preparation of SHELTER Project reports/updates for the ongoing project activities.
  • Implement any other task relevant to the position as requested by the line manager.

Job Requirements

Generic professional competencies:

  • BSc degree or Diploma in Construction Management from government and accredited institutions is a must.
  • Minimum 2 years’ relevant experience in construction and related activities.
  • Experience in the Tigray Region is an advantage;
  • Knowledge of the local languages (Tigregna) is an advantage
  • Proven skills and experience in community mobilization
  • Good computer skills, especially in Word, Excel, Power Point, Outlook and AutoCAD
  • Experience of working in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Ability to prioritize responsibilities, carry out multiple tasks simultaneously, and meet deadlines
  • Good knowledge of English in both written & verbal
