Job Description

International Rescue committee is one of the world’s largest humanitarian international Non-Governmental organizations, providing relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope:

Supply Chain Assistant is responsible for all procurement processing, procurement documentation, procurement reporting, fleet management, compound security guards monitoring and compound asset monitoring.

Responsibility 1: Procurement of materials and services

  • Procures materials and services at the camp level in compliance with IRC procurement policy and procedures
  • Ensures timely effect the payment to suppliers
  • Ensures quality, quantity and timely delivery of procured materials and timely completion of small contracts at camp level
  • Assesses price and availability of materials in the surrounding towns to enable local purchases
  • Assists program staff in completing PR for every purchase
  • Provides local materials and services price information to programs
  • Assists programs to make timely amendment of PR as necessary
  • Assists programs in providing specifications of materials when requested
  • Handles PR tracking for all PRs that are sent to AA main Office from camp level.
  • Ensures that camp level procurement of materials and services, and their documentations are inconformity with IRC current procurement threshold policy
  •   Responsibility 2: Vehicle management
  • Ensures that daily vehicles check-list is carried out as per IRC policy and procedures
  • Ensures that vehicles regular maintenance schedules are maintained
  • Monitor’s vehicle utilization efficiencies
  • Monitor’s vehicles fuel utilization efficiencies
  • Handles vehicle allocation to programmatic activities.
  • Ensures IRC policy in vehicle movement including time of movement, parking, and cleaning of vehicles
  • Maintains sufficient availability of log sheets and proper recording of information
  • Supervise all drivers over the camp
  • Make sure that to Submit their performance review, KPO and midterm review accordingly
  • Ensure that drivers time sheet to submit concerned department every month.
  • Responsibility 3: Security management
  • Plans and implements security guard’s shift
  • Supervises performance of security guard, Prepare, and follow guard Key performance objective and prepare their performance review accordingly.
  • Close follow up guards to use their uniform when they are on duty
  • Ensure to submit guards time sheet every month
  • Ensures that security guards uniforms are timely provided
  • Ensures safety of IRC properties and facilities are well maintained
  • Ensure to follow schedule service and maintenance of compound generator
  • Responsibility 5: Reporting
  • Prepares and submit regular reports to SC department as specified by IRC reporting policy
  • Prepare every twice of a weekly recent procurement status reports and disseminate to respective 

Job Requirements

  • Diploma or Degree in Business management, Management. Accounting, Purchasing and supplies management or related fields of study.
  • Minimum of three years of experience for diploma holders.
  • 1 year of experience for degree holders.
  • Knowledge of supply chain operation.
  • Competent use of PC especially spread sheets(format/sort/filter)
  • Proven skills in procurement and warehouse operations program persons for action
  • Ability to speak English language is preferable
