Job Description

Role and responsibilities

The Finance Coordinator is responsible for the coordination of financial matters for the Jigjiga Area Office.

Generic responsibilities

  • Implement NRC’s financial systems and procedures at area level
  • Ensure adherence to Financial Handbook, other NRC policies and donor requirements
  • Maintain budget control and monitor cash flow for the area
  • Ensure that the accounting, monitoring and reporting are according to procedure
  • Train and develop the finance team
  • Prepare and submit reports and analysis as required
  • Ensure proper filing of all financial documents
  • Support project staff in financial matters
  • Supervise the Finance officers and assistants

Specific responsibilities

  • Responsible for Finance responsibilities of Project Cycle Management in Area, including supporting in Grant start-up, review and Closure meetings;
  • Host spending meetings, share on a weekly basis budget vs actual with Area Management Team
  • Coordinate, compile and review spending plans, and review progress and share up-to-date tracking
  • With the support of the CC Coordinators, lead the budget development process for new funding opportunities with closely coordination of the CC Specialists and Grant Unit.
  • Work closely with Area Support Manager/Coordinator as well as the CO Support team to ensure the payments per contractual agreement are done in a timely manner;
  • Ensure capacity building of all technical finance staff;
  • Additional tasks assigned by supervisor.

Job Requirements

Generic professional competencies for this position:

  • Experience from working as a Finance Coordinator in a humanitarian/recovery context
  • MA or BA in Accounting or other related field
  • At least five years’ experience working in finance
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Knowledge of the context, culture and language of Somali region 
  • Experience with budget development
  • Experience with Emergency Response
  • Experience with PCM tools
  • Understanding and experience of protracted crisis contexts
