STATEMENT OF DUTIES

General Statement of Purpose of the Contract

Reporting directly to the Infectious Diseases (ID) Team Lead, the Deputy provides technical, operational, and management support and is involved in the planning, design, and evaluation of ID Team activities. The incumbent shares leadership with the ID Team Lead in providing day-to-day oversight for the entire ID portfolio, including budgetary, procurement, reporting and programmatic activities. S/he is responsible for helping the team achieve its results and supervises three health professionals.

S/he facilitates communication and maintains collaborative working relationships with mid- to senior level staff at USAID and other USG agencies, government officials of the Federal Ministry of Health, Regional and City Health Bureaus, Federal HIV/AIDS Prevention and Control Organization (HAPCO), regional HAPCOs, donors and other government entities and non-governmental organizations working in the area of Infectious Diseases. S/he represents USAID on various high-level governing bodies and technical working groups to support coordination and harmonization of infectious disease activities in Ethiopia, as needed.

S/he facilitates communication and maintains collaborative working relationships with mid- to senior level staff at USAID and other USG agencies, government officials of the Federal Ministry of Health, Regional and City Health Bureaus, Federal HIV/AIDS Prevention and Control Organization (HAPCO), regional HAPCOs, donors and other government entities and non-governmental organizations working in the area of Infectious Diseases. S/he represents USAID on various high-level governing bodies and technical working groups to support coordination and harmonization of infectious disease activities in Ethiopia, as needed.

Statement of Duties to be Performed

The Deputy Infectious Diseases (ID) Team Lead provides operational leadership in the implementation of USAID Infectious Disease activities in Ethiopia. S/he must have an understanding of the entire Infectious Diseases portfolio and may serve as an Assistance/Contracts Officer Representative or Activity Manager for selected programs. In this capacity, the Deputy will monitor program progress and identify implementation achievements as well as problems in performance and initiate appropriate actions in consultation with the ID Team Lead and other ID Team Members. Specific activities of the Deputy ID Team Lead include the following:

ADMINISTRATION OF THE INFECTIOUS DISEASES PORTFOLIO (30%)

  • Co-chairs the USAID/Ethiopia Infectious Diseases Management Team and oversees the programmatic and technical management and reporting for all HIV/AIDS, tuberculosis (TB), neglected tropical diseases (NTD) and Global Health Security Agenda (GHSA) activities.
  • Represents USAID/Ethiopia in the Interagency PEPFAR Senior Management Team to prepare, execute, and assess the long-term strategy and annual operational plans for the PEPFAR program.
  • Co-leads USAID/Ethiopia’s preparation and participation in the quarterly management reviews with senior-level staff in the US Office of the Global AIDS Coordinator (OGAC) and the Ethiopian Government.
  • Leads USAID/Ethiopia’s response to requests for information from USAID/Washington, S/GAC, other United States Government agencies, stakeholders, and the general public with regard to program areas covered by the ID Team.
  • Ensures strong coordination with Government of Ethiopia (GoE), civil society, and donor and other development partners, i.e., MOH, The Global Fund to Fight AIDS, Malaria, and Tuberculosis, UNAIDS, WHO, and other organizations/bodies related to Infectious Diseases in Ethiopia.
  • Supports the ID Team to make necessary programmatic transitions based on epidemiologic evidence and other technical guidance.
  • Working with ID Team technical and programmatic staff, ensures that strong working relationships exist with USAID implementing partners to achieve effective communication of strategy, guidance, and processes, and ensure alignment of activities with these.
  • Leads the Infectious Diseases (ID) Team in the absence of the ID Team Leader.

RESOURCE MANAGEMENT (50%)

  • Works in close collaboration with technical staff and the Operations Team Lead and Deputy to manage budget, which includes the preparation of required Operational Plans and Operational Plan Updates and independent government cost estimates for activities. Ensures optimal resource allocation across program/activity areas in line with strategic priorities. Applies the most cost-effective and technically sound ways to use funding related to infectious disease programs.
  • Integrate and coordinate infectious disease programs with broader global health and development programs to maximize impact on health system.
  • Works closely with the Infectious Diseases (ID) Team Lead and other Health Office Teams to ensure efficient use of USAID resources to ensure promotion of sustainable country programs.
  • Works in close collaboration with the Operations Team to ensure efficient, transparent financial management, which includes accurate and timely tracking of commitments, obligations, disbursements, and accruals for program activities and team operations. Maintains a financial management system.
  • Leads technical team efforts in efficient, transparent procurement, which includes judicious and timely planning and execution of procurement actions. Maintains a procurement tracking system. Prepares for reviews with the Office of Acquisition and Assistance. Serves as a Program Manager in the USAID Global Acquisition and Assistance System to review requisitions for approval/disapproval.
  • Leads efforts in asset management, which includes accurate and timely tracking of implementing partner physical assets for appropriate use and intended disposition. Maintains an asset management system for quarterly end-use checks.
  • Assists the ID Team Lead in short, medium, and long-term staffing pattern management.

KNOWLEDGE MANAGEMENT MONITORING (20%)

  • Assists the Infectious Diseases (ID) Team Lead in implementation of infectious diseases policy, program and strategy for USAID/Ethiopia.
  • Co-leads efforts in accurate, timely collection, synthesis, analysis, and presentation of highly complex program performance data based on the planning and reporting requirements (including economic and financial analyses; spatial epidemiologic and other geo-spatial analyses; and monitoring, evaluation, and reporting framework).
  • Works closely with Infectious Diseases (ID) Team members to oversee the management of highly complex program performance data in sophisticated information systems.
  • Liaises with subject matter experts in the design and management of high-quality evaluations based on the Evaluation Standards of Practice.
  • Collaborates with communities of practice (e.g., relevant technical working groups) to align technical strategies with rigorous analysis of highly complex data from multiple data streams and with sophisticated statistical techniques.
  • Leads and guides communities of practice (e.g., implementing partner working groups) in the response to strategic direction requests for financial information from the Ethiopian Government and other external stakeholders.
  • Leads communities of practice (e.g., relevant technical working groups) in the identification and dissemination of new technology to facilitate data collection, synthesis, and analysis.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the “Foreign Service National” Fellowship Program, in accordance with USAID policy.

Supervisory Relationship

The incumbent works under the direct supervision of the Infectious Diseases Team Leader and in his/her absence, the Health Office Director or Deputy Health Office Director. The incumbent requires little supervision in carrying out routine responsibilities and only general guidance for most tasks. The scope and flexibility of the duties demand initiative to identify and apply innovative solutions to complex problems and abilities to work independently and with teams.

Supervisory Controls

The incumbent directly supervises three FSN employees: Senior Prevention Advisor; Senior Care and Treatment Advisor, and Global Health Security Agenda Advisor. In addition, the incumbent may supervise consultants as required.

Job Requirement

  • Education: A Medical degree plus a master’s degree in Public Health, International Development, Health, Social or Behavioral Sciences, Organizational Development, Epidemiology, Biology, Infectious Disease, Political Science, or Business Administration.
  • Prior Experience: A minimum of seven years of progressively responsible experience in clinical care and management of infectious diseases in Ethiopia is required. Experience in HIV/AIDS, particularly with PEPFAR programs is required. Three of the seven years should include experience in program design and management. At least one year of supervisory experience.
  • Language: Fluent in spoken and written English (IV). The ability to communicate effectively in Level 4 in both spoken and written in Amharic and/or another Ethiopian regional language is required

EVALUATION AND SELECTION FACTORS

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available here

EVALUATION FACTORS:

  1. Education (10 points): A Medical degree plus a master’s degree in Public Health, International Development, Health, Social or Behavioral Sciences, Organizational Development, Epidemiology, Biology, Infectious Disease, Political Science, or Business Administration.
  2. Experience (30 points): A minimum of seven years of progressively responsible experience in clinical care and management of infectious diseases in Ethiopia is required. Experience in HIV/AIDS, particularly with PEPFAR programs is required. Three of the seven years should include experience in program design and management. At least one year of supervisory experience.
  3. Knowledge, Skills, and Abilities (60 points): A highly complex body of knowledge of applicable laws, regulations, policies, and business processes is required to lead the planning, management, and evaluation of HIV and AIDS activities funded by PEPFAR in Ethiopia, including:
  • Relevant HIV and AIDS legislation, strategies, and policies of Ethiopia and the United States.
  • Approaches to developing highly complex operational and program budgets for activity areas, staffing (including salaries), equipment and supplies, and other line items.
  • Sophisticated analytical methods in financial management decision-making, including accruals-based accounting and cost-benefit/cost-effectiveness ratio analyses; and
  • Extensive program/project management experience, directly or indirectly, with USG health programs.
  • Work with databases and analyze data from highly complex financial and program performance datasets with information.
  • Information technology applications (ability to use Microsoft Access and Excel and Google Sheets is essential).
  • Prepare analytical reports and presentations with information technology applications (ability to use Microsoft PowerPoint and Word; Google Documents and Slides).
  • Think creatively and generate original ideas or solutions to program planning, management, and performance issues for which little or no precedence exists.
  • Interrelate highly complex financial and program performance data with the broader spectrum of metrics to understand contributions to and progress of achieving HIV epidemic control.
  • Exercise sound independent judgment in projecting future trends affecting the USAID investments in Ethiopia relative to other countries.
  • Exercise sound professional acumen and judgment to prioritize and delegate tasks and to provide advice on important, and at times extremely sensitive, matters.
  • Produce high-quality work and maintain professional conduct, often under time pressure and in complex situations.

BASIS OF RATING: The initial evaluation of applications will be based on the weight assigned for education and experience that will be out of 40 points. The weight assigned for education and experience will be used to set a competitive range. Those candidates in the competitive range will be contacted for the interview (60 points). The overall assessment based on weight assigned for the evaluation criteria during the initial evaluation and the interview will determine the final candidate. Therefore, the final rating and ranking for the offerors will be based on the initial evaluation of applications and the interview.

Knowledge, Skill and ability – 60 points

  • Interview Performance – 60 points

Total possible points: 100 points

BENEFITS AND ALLOWANCES As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances:

  1. BENEFITS: Group life insurance, medical coverage, annual leave and sick leave.
  2. ALLOWANCES (as applicable): Meal allowance and miscellaneous benefit allowance.
  • TAXES: Per the Mission’s policy.

MARKET VALUE: 27,642 – 49,770 USD yearly e. equivalent to FSN-12. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Ethiopia. Final compensation will be negotiated within the listed market value.

PERIOD OF PERFORMANCE: Five (5) years. The services provided under this contract are expected to be a continuing nature that will be executed by USAID through series of sequential contracts, subject to the availability of funds.

The base period will be from 09/12/2021 – 09/11/2026, estimated to start on 09/12/2021.

PLACE OF PERFORMANCE: US Embassy, Entoto Road, Addis Ababa with possible travel as stated in the Statement of Duties

ELIGIBLE OFFERORS: Cooperating Country National Personal Service Contractor (CCNPSC). Cooperating country national means an individual who is a cooperating country citizen, or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.
