Background
The UN Resident Coordinator System is aimed at enhancing the impact of the operational activities for the development of UN agencies, funds, and programs at the country level through improving their coherence, efficiency, and effectiveness. It promotes a coherent multi-sectoral approach to respond to the specific needs of host countries, under the leadership of the UN Resident Coordinator, and by capitalizing on the comparative advantages of the different UN agencies.
As the designated representative of the UN Secretary-General and team leader of the UN Country Team (UNCT), the UN Resident Coordinator (RC), in consultation with the UNCT, assumes overall responsibility for, and coordination of, the development activities carried out by the UN at country level. In Ethiopia, the RC also serves as Humanitarian Coordinator, and the RC Office (RCO) has core functions for coordination and ‘delivering as one’ for humanitarian work, including partnership and crisis/emergency prevention. The RCO fulfills ten core coordination functions, namely strategic analysis and planning; oversight of the UN country programming cycle; representation of and support of UN Secretariat and UN agencies (incl. non-resident agencies); support to national coordination systems and processes; development and management of shared operational support services; crisis management preparedness and response; external communication and advocacy; human rights and development; joint resource mobilization and fund management; and general UNCT oversight and coordination.
In Ethiopia, the UN country team (UNCT) consists of 28 Resident and Non-Resident agencies, funds, and programs, and specialized agencies and supports Ethiopia’s efforts for achieving the Sustainable Development Goals (SDGs), under the UN Sustainable Development Cooperation Framework (UNSDCF). The UN’s five-year strategic partnership framework aims at supporting Ethiopia in achieving Ethiopia’s 10 Year Development Plan and the 2030 Agenda for Sustainable Development, in its response to the regional context, as well as towards the articulation of a more coherent resilience-based approach.
Under the direct supervision of the Head of the Resident Coordinator’s Office (RCO), the intern assignment will support the Resident Coordinator’s Office in its coordination responsibility following the established policies and procedures.
