Action Against Hunger-USA is a global humanitarian organization that takes decisive action against the causes and effects of hunger. We save the lives of malnourished children and we enable entire communities to be free from hunger. With more than 8,000 staff in over 50 countries, our programs reached 17 million people in 2019.

About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

The Right2Grow (R2G) project team leader, under the direct supervision of the Right2Grow Project Manager (R2G-P-PM) and administrative relationship with the Field Coordinator. S/He provides regional, zonal, and Woreda level coordination and representation, leadership of Woreda level R2G project implementation with two project officers, will also provide technical support and follow- up of the Right2Grow projects activities execution (physical and Financial) in time. S/he will develop ToRs and organize workshops and trainings for R2G, Gov’t and Civil Society Organization (CSOs) staffs and other stakeholders based on the scope of the project at regional, zonal and or Woreda levels. S/he will coordinate and facilitate need/gap/capacity assessments, baseline, and mid-term and end line surveys of the project. The team leader will also actively work on linking and learning of the project concepts (Nutrition and WASH program nexus), prepare regular reports and share evidences and learnings obtained during project implementation. S/he is expected to create smooth partnership with line managers, project staffs, Gov’t sectors, CSOs, private sectors and relevant stakeholders including beneficiaries to ensure effective coordination, collaboration, integration as well as transparent and accountable mechanism at project operational areas.

Leading, coordination and project activities accomplishment roles

Objective 1: Ensure local CSOs/CBOs/FBOs could effectively mobilize communities for better Nutrition and WASH;

  • Lead and coordinate to launch the project at Regional and or Woreda level;
  • Facilitate and coordinate to conduct and finalize the baseline and need/gap/capacity assessments in the region and Woreda; 
  • Support the development, translation and dissemination of community awareness guideline on policy/strategy/program and guideline entitlements or rights;
  • Lead and coordinate timely community sensitization session to conduct;
  • Lead and coordinate the timely selection of intervention Kebelles for the implementation of the R2G project;
  • Lead and coordinate the timely establishment of community-led platform (i.e. CVA taskforce);
  • Lead and coordinate the regular meetings of community-led platform and functionality;
  • Consolidate community feedbacks on existing Nutrition and WASH policy/strategy/program/service provision gaps regularly for advocacy;

 Objective 2: Ensure Private sectors could develop innovate business models, services and products;

  • Support and coordinate the mapping and capacity assessment of private sectors at regional, zonal and woreda levels;
  • Coordinate and Facilitate capacity building training for private sectors on National FNP and strategy;
  • Consolidate and disseminate identified roles of private sectors on the multisector nutrition & WASH actions;
  • Lead and coordinate to conduct regular dialogue amongst the community representatives, CBOs/CSOs and private sectors on existing multi-sectoral WASH and Nutrition actions;
  • Organize and facilitate private Sectors Exchange WASH and Nutrition good practices/ models exhibition at regional or zonal or Woreda levels;

Objective 3: Ensure local CSOs/CBOs/FBOs have the technical skill to track, analyse, and report budget allocation and expenditure;

  • Support and coordinate budget advocacy need assessment and or landscape analysis for CSOs;
  • Facilitate and organize panel discussion/consultative meetings with CSOs and Gov’t representatives on restrictive legal issues at regional, zonal and local levels;
  • Organize and facilitate capacity building session for CSOs/CBOs/FBOs and gov’t Officials on budget monitoring and expenditure tracking (BMET) and Nutrition leadership and governance;
  • Support and facilitate the establishment of alliance/partnership with Gov’t, CSOs and other stakeholders on government budget process and decision making;
  • Provide technical support for local CSOs/CBOs/FBOs to able to monitor government resource mobilization, allocation, and utilization processes;
  • Closely support the community-led score card processes and consecutive meetings to improve Nutrition and WASH services at local level;
  • Lead, consolidate and monitor the CVA/accountability taskforce implementation, monitoring and reporting of “advocacy action plans” at local level;
  • Lead and coordinate the interface (public hearing) meetings on advocacy action plans at local levels;
  • Organize evidence based consultative workshop or review meeting with gov’t officials;

Objective 4: Ensure local CSOs/CBOs/FBOs could widen their constituencies to include the interest of the MVG;

  • Support and Facilitate the gap assessment on nutrition coordination among gov’t sectors and CSOs at regional, zonal and Woreda levels;
  • Organize annual consultative workshop to build coordination capacities and networking among gov’t sectors and CSOs;
  • Organize capacity building session for gov’t staffs on data Capturing , interpretation and communications for their constituencies;
  • Organize and Facilitate consultative workshop with respective Gov’t officials and PHCU leads to ensure constant CSOs representation on PHCU health care financing boarding;
  • Closely follow and support gov’t sectors to implement and being responsive on action plans developed by CVA/accountability taskforces;
  • Regularly share CVA/Accountability taskforce’s Action plan progress to stakeholders;

Objective 5: Ensure targeted communities and CSOs/CBOs/FBOs could gather data and experiences on the quality of Nutrition and WASH service delivery;

  • Organize capacity building training on adoption of Nutrition and WASH accountability matrix for CSOs/CBOs/FBOs and Woreda council members;
  • Facilitate to provide adequate support for Woreda sectors on integration of plan and allocation of resources;
  • Coordinate and facilitate Regional/Zonal/Woreda level National Food and Nutrition Policy/strategy dialogue;
  • Facilitate and coordinate on the establishment of Food and Nutrition Council agency at intervention region/zone and Woreda;
  • Facilitate and support on the establishment of Food and Nutrition Technical Committee (TWG) at local level;

Objective 6: Ensure data quality collected for evidence generation and innovation to prevent undernutrition;

  • Facilitate and support the launching and dissemination of the new Food and Nutrition Policy and Strategy at regional, zonal and Woreda levels;
  • Facilitate the FNP/FNS translation and publication together with Gov’t sector;

Objective 7: Ensure the engagement of R2G partners, CSOs/CBOs/FBOs and Government in data sharing, peer learning and adaptation at Woreda, Zonal and Regional levels;

  • Advocate and support the establishment of nutrition and WASH resource tracking system together with R2G partners, CSOs/CBOs/FBOs and gov’t sectors;
  • Facilitate and support the establishment of accountable and effective coordination mechanism of FN council and Agency;
  • Facilitate and support on development of leadership and technical manuals at Woreda level;
  • Support the process of capacitating private sectors to implement on identified interventions together with Gov’t sectors and officials;
  • Support the ECSC-SUN and CCRDA coordination mechanism for Nutrition and WASH interventions at local level;

Objective 8: Ensure R2G partners and CSOs/CBOs/FBOs could lobby for better alignment of funding and programming;

  • Support the nutrition and WASH researches, data mining activities and case stories/good practices documentation to feed donors and international actors.

Supervisory Responsibilities

The team leader is expected to play the direct technical supervisory role for the field based R2G project officers;

Ensure and regularly track the overall execution of the project’s activities including financial and physical achievements and failures with provision of local solution and report any challenges timely;

Check the inclusiveness and coverage of the project implementation especially addressing the most vulnerable and people with disability.  

Partnership and collaboration role

  • The team leader should play a great role to establish and maintain good partnership with all stakeholders and project partners at regional, zonal and woreda levels;
  • The team leader should exercise working with stakeholders and partners in collaborative way; and
  • The team leader is expected to encourage others to collaborate with the R2G project at all levels; 

Representation, advocacy and influencing responsibility

The team leader is expected to represent AAH/ACF and the R2G project at Regional, Zonal and Woreda level coordination forums;

The team leader is expected to advocate issues/evidences generated from the field using appropriate communication mechanism at right time and forum;

The team leader is expected to facilitate and execute planned activities using its influencing skill on decision makers at regional, zonal and woreda levels;

Fiscal Responsibility

  • Provide regular follow and support to R2G project officers, including staffs with level of effort (LoE) on ways to efficiently and timely utilize project resources, including project committed budget while ensuring the quality of expected deliverables.

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel and Environment

Job Requirements

Required Qualifications and Professional Experience

Academic Background: Advanced degree in Public Health, Nutrition and other related field.

Experience: For Masters at least 3-5 years and for BSc. Degree at least 5-to-7years direct experiences on coordination, team leader, project management and knowledge management in INGO/NGOs.

  • Exposure and participation in national and subnational WASH, health and nutrition coordination platforms and TWGs, like NCB and ECSC-SUN.
  • Having a better understanding of the global and national humanitarian and development landscape and dynamics.
  • Experience in advocacy & lobbying and knowledge management are preferred.
  • Experience in leading program development, including needs assessment, research/survey, program design, and proposal development have an advantage.
  • Familiarity with donor funded projects requirements and procedures.
