• Develop/review emergency related designs, specifications, bill of quantities and other documents provided by shelter and NFI cluster, EOC or concerned government offices and verify technical compliance and make use of the information for emergency shelter construction. 
• In cooperation with relevant experts from government offices, perform emergency shelter surveys and rapis assessments and use the information to improve the quality and standards of the shelter and also to make necessary adjustments or adaptations as needed to the changing contexts as advised
• Review and conduct detail analysis of the humanitarian situations and local context including security issues to ensure the selection of appropriate and accessible sites for emergency shelter construction
• Conduct close filed supervision to ensure cost effective and most efficient implementation of the shelter construction and other related works in line with the plan, design , available standards, community needs and donor requirements
• Prepare monthly, quarterly, biannual and annual progress reports as required.
• Prepare, revise, or update bill of quantities, specification and cost estimate for shelter response works.
• Engage with cluster and humanitarian coordination platforms at zone levels including EOC to ensure coordination and mutual support in the area of emergency shelter with government and other humanitarian partners
• Make regular contacts and hold discussion with government officials at woreda and zone levels and also with beneficiaries to create smooth relationships, mutual understandings and support in the area of emergency shelter construction
• Facilitate handing over of completed shelters by the project to beneficiaries in consultation with concerned government offices and cluster representatives and ensure proper documentation for future reference
• Provide timely updates including 5Ws and narrative reports and feedback on the progress of the shelter construction works, challenges and concerns encountered to the project coordinators and others as requested in writing and follow up action points.
• Facilitate payments and cash transfer to beneficiaries identified for emergency shelter response
• Supervise ,oversee and guide the day to day activities of the shelter construction in the project target woredas
• Prepare and review agreements, if any that need to be signed with beneficiaries or other parties in accordance with guideline/ policy of the organization
• Review DIP of the project and make necessary adjustments when needed in consultation with project manager

Job Requirements

• Education: BSc degree in Civil Engineering or related fields.
• Experience: Minimum 2 years in emergency shelter construction or related
• NGO experience in areas of shelter construction and supervision
• Experience in BHA funded projects is an advantage
• Experience in designing, BoQ development , site supervision
• Computer skills ( Excel, word )
• Fluent in English
