Biodiversity and Forest
As a country with great ecological and cultural diversity, Ethiopia forms part of two out of the 35 biodiversity hotspots of global significance. Ethiopia is also one of the Vavilov center of crop origins. Recognizing these facts Ethiopia has 14% of its land dedicated for protected areas. Nevertheless, it loses annually 40,000 ha of forests, 800.000 ha of woodland and 18 tons of fertile soil per ha of land, due to rapid degradation of its natural environment.
The GIZ BFP, in its second phase, is determined to improve the effectiveness of the federal, regional, and local institutions for the management of biodiversity and forest resources of the country with due emphasis of benefiting the communities at grassroot level. The program is aiming to support the formulation of policy, legal and institutional framework, and to introduce and promote new technics and approaches which will help to create conducive environment for the conversation of degraded forests and landscapes into productive, forested and more ecological valuable and climate resilient landscapes. Forest tree seed is a key input that determines the success of any forest landscape restoration activity. Consequently, the program is collaborating with government partners to increase the use of seeds from known sources for seedling production both in government and private nurseries.

Responsibilities and Duties
The Accountant is responsible for
- Delivery of all kind of administrative and financial services to the program
- Coordination of administrative and financial affairs within the BFP (including field staff)
- Follow up all administrative and financial affairs in the daily project life
- Support of the head of administration and the head of procurement
The Accountant performs the following tasks:
Coordination
- To make sure, that field staff has get acquainted with the rules and regulations of GIZ related to financial and administrative affairs
- To coach administrative and financial staff in the field, but also the technicians, having the overview on the financial flows
- To support the staff in the field in their endeavor to control settlement of partners and make sure, that BFP HQ gets good quality settlement
- To make missions if necessary, in the field and coach directly the field staff in financial management
Administration
- To promote the flux of information between all administrative processes
- To make sure, that all technical personal is well informed about financial flows and the rules and regulations in the context
- To control and oversee all bookings of financial transactions in cash and with the bank
- To communicate rules and regulations which are revised
- To prepare instructions to the site persons working in administration and finance
- To make sure, that the instructions signed by the hierarchy of BFP are known and followed
- To start getting acquainted with WinPaccs Cashbook and manage all bookings in the project
- To oversee relations to the banks and all bank account operations in the Program
- To support the head of administration and finance in preparing:
- Monthly reports
- Monthly planning
- Follow up in SAP
- Getting transfer bookings cleared
- To make sure that the accountability framework of BFP is respected and functions in 2017 onwards (after Forestry mandate is given by BMZ
Finance and accounting
- To make a close follow up of all kind of financial transaction between BFP HQ – GDCO and sites
- To support the technicians and administrative staff in all kind of financial and administrative affairs
- To follow up al debits and credits in the project and to transform everything as soon as possible into costs
- To inform any time about expenditures per BFP account
- To have a total overlook on financial affairs also for projects going together with BFP (co-financing, PPP, etc.)
- To get knowledgeable on all kind of audit rules and prepare audits and internal controls for the financial side
- To lower the error list of the GDCO and to support good marks of the audit to BFP
- Give feed-back to the parks, regional offices on the status of their accounts after every End of Period account closing.
- Perform the monthly accounting of BFP-Addis office and control the monthly accounting documents and settlement from the BFP project site.
- Follow-up on the timely settlement of the program’s liabilities, especially Withholding Taxes
- Follow up on VAT claim and purchase report in time & reports to the relevant government office
- Review travel claims submitted by staff, verifies correctness of vouchers including supporting documents
- Follow up the advance payments of GIZ-BFP Addis staff;
- Follow up receivables from all GIZ-BFP project site;
- Follow up on staff ticket booking
- Other duties/additional tasks
- To report immediately all problems involving finance to the management of the program
- To control the filing for the financial section and to keep information confidential
- To make sure, that procurement and financial filing is related and connected at any time and for all operations
- To assist in and/or carry out other tasks, as assigned
- To undertake further job training related to his/her position and duties, if required
- To assess special training programs and follow them in cooperation with the superior
Job Requirements
Qualifications
- Degree (Master is an asset) in finance, accounting, commerce or similar
- Professional experience
- Minimum of 5 years of professional experience as accountant with an international NGO, local NGO, and familiar with international standards in accountancy and cash flow
Other knowledge, additional competences
- Thorough experience in working together with other administrative departments (administration, coordination, management of human resources, technical advisory services)
- Thorough experience in getting rules and regulations communicated and implemented
- Good mastering of the English language
