ORGANIZATIONAL DESCRIPTION:

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope/Job purpose:

The Health and Nutrition Program Manager, in collaboration with the Field Coordinator, will be responsible to provide technical oversight and successful implementation of all emergency and non-emergency projects implemented direct and/or sub-granted in host, IDPs and refugee set up in Tigray region. The position involves technical, grant and budget management, monitoring, and evaluation of all health and nutrition projects. He/ She will be responsible for all health and nutrition projects coordination, implementation, and supervision of the field office health and nutrition team. Externally it needs communication, coordination, and representation with host government at Regional, Zonal and Woreda health structures and partners. Participate on TWG meetings and coordination at regional level. The Health and Nutrition Program Manager reports to the Field Coordinator.

Major/key Responsibilities:

Technical

  • Plan the various stages of health and nutrition projects implementation & prioritize and organize activities and resources to achieve projects objectives.
  • Support the goals and objectives of the health and nutrition projects by working with other team members and stakeholders to develop and implement work plans that strengthen projects in the IRC intervention areas.
  • Follow up that the health and nutrition project is correctly implemented and is in high quality and is based on standard protocol and best practices.
  • Ensure that the capacity of health and nutrition staff, health facilities and health service providers in IRC targets of Shire field Office regional state is built.
  • Work closely with regional health bureau/zonal health department/woreda health offices and refugee operation stakeholders (ARRA, UNHCR) for implementing the projects activities.
  • Provide technical support for the IRC health officers, and government health service providers in the project’s areas.
  • Identify gaps in terms of quality service provision and design intervention and develop action plans to manage activities and improve quality of service,
  • Monitor quality standards through monitoring and conducting supervision of clinical services and sites (e.g., Ambulance utilization, referral system, client satisfaction, client records, provider-client interaction, management of stock, record-keeping, adequate infrastructure, functioning equipment),
  • Conduct/facilitate workshops, trainings, and presentations on health and nutrition projects activities, 
  • Coordinate health and nutrition consortium-based projects implementation with prime/sub-prime consortium partners and track IRC’s progress and interpreting projects results.
  • Together with health and nutrition program team and MEAL officer, routinely collect, compile, and organize data from monitoring and supervision activities and translate data into graphics, presentations and reports that can be used by project staff and shared with RHB, Zone Health department and other partners.
  • Assure adherence to IRC’s standards for program management and technical quality.
  • Participate in technical meetings, team meetings and periodic team building exercises.
  • Make sure that the projects are implemented according to the IRC’s health and nutrition standards, projects outline and in accordance with donor and government compliance. 

Grant Management

  • Responsible for monitoring and appropriately spending the budget, monitoring spending plans and budget variance statements for the health and nutrition grants.
  • Ensuring proper and smooth budget management with periodic development and monitoring of procurement plan, spending plan and burn rate monitoring.

Monitoring & Evaluation

  • Monitor and evaluate the activities of the health and nutrition team who are based at the woredas/sites.
  • Ensure that the stated goals and objectives of the health and nutrition projects are met.
  • Maintain data and provide monthly activity reports to field coordinator, MEAL Manager and CO Health unit for input into the database at Shire field office.
  • Provide periodic input into Shire Field Office and Addis data base and ensure proper follow up.

Human Resource Management

  • Manage and oversee health and nutrition team, including SHO, and others.
  • Build capacity of staff under direct supervision based on the identified gaps.
  • Undertake timely performance objectives setting, regular reviews, supervision, feedback sessions, and evaluation of all staff under his/her supervision.

Other Duties

  • Any other relevant activities or duties as considered by Field coordinator and FO managements.

Job Requirements

Minimum Requirements/Qualifications:

Education/Experience

  • Must have a Bachelor’s Degree/MPH in clinical or public health with a minimum of Four/Three -year’s practical experience respectively, of which an international NGO experience will be valued.  
  • Experience in supervisory skill and training organization and facilitation in health and nutrition projects.
  • Excellent management and coordination skills (project management, multispectral coordination, multicultural technical teams, etc.).
  • Professional expertise on operational planning and strategy in refugee, host and IDPs set up,
  • Excellent analytical and report writing skills, data analysis and evaluation.
  • Have excellent written and oral communications skills and have advanced knowledge of donors’, stakeholders’ guidelines and procedures in refugee and host community set up.
  • Have strong communication; networking and representation skills and capacity to collaborate with government officials and lead dialogue and negotiation (Problem solving skills).
  • Demonstrated skill in identifying and developing creative, innovative, and cutting-edge solutions for existing program challenges.
  • Fluent (written and spoken) in English.
