Background 

The International Rescue Committee (IRC), one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali Region and are currently providing assistance to Ethiopians and refugees in six regions in the country, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response mechanisms.

Scope

The Reproductive Health (RH) Clinical Mentor officer will be responsible to provide clinical mentorship to a wide range of medical and paramedical mentees, including facility and community-based health workers. She/ He will provide subject matter and clinical expertise on a wide spectrum of sexual, reproductive, maternal, and neonatal health (SRMNH) topics; and build the capacity of mentees to deliver high-quality care. In collaboration with MEAL, she/he will also support the mentoring of health workers in auxiliary functions. She/he is responsible for planning, implementation, and monitoring of IRC’s health projects (RH and HIV/AIDS) in the assigned refugee camp; reporting to the camp manager in the camp and technically supervised by the health manager based in Shire. She/he coordinates IRC’s RH and HIV/AIDS projects with RH/HIV AIDS officer and other actors; and the incumbent is also responsible for ensuring adherence to the implementation of program activities according to IRC and donor rules and regulations.

Responsibilities

Technical

  • Ensure that all specified RH and HIV/AIDS project objectives, outputs and activities implemented as per the project proposal, work, and MEAL plan.
  • Liaise and build strong linkages and partnerships with other IPs, local agencies, and Woreda partners implementing RH and HIV/AIDS prevention and control activities.
  • Conduct evaluations and assessments such as monthly competency assessment to identify gaps in service provision, develop and facilitate training, and workshops to ensure that high-quality SRMNH services provided.
  • Provide technical expertise in the development and use of training curriculums, protocols, job aids, clinical management guidelines, and other relevant materials for the effective training of clinical and non-clinical health workers on RH.
  • Help the ARRA MCH team in ongoing clinical coaching and mentoring in the areas of RH.
  • Represent IRC in monthly health coordination, task force and interagency meetings.
  • Work closely with camp-based and district health workers, especially midwives and health social workers on the provision of quality RH services at the facility-level.
  • Establish and maintain quality data management system for both RH and HIV/AIDS programs.
  • Keep records of health program activities both in soft and hard copies and provide reports of activities timely as the need arises by IRC and donor.
  • Ensure that program interventions are utilized as per the standard guidelines, protocols, policies, and strategies as set by FMoH of Ethiopia and WHO.

Grant Management

  • Follow and utilize all IRC’s standard grant management tools as recommended by the program- and MEAL department.
  • Secure that all activities are implemented according to the work plan and targets are met.

Budget Monitoring

  • Work closely with the camp and Shire-based health team in the management of the project budget.
  • Raise PRs on a quarterly basis and track expenditure monthly and report appropriately.

Monitoring and Evaluation

  • Monitor the execution of program activities at community and health facility.
  • Ensure that the stated program objectives, output, and indicators met.
  • Establish and maintain quality data management system.

Human Resource Management

  • Lead and supervise HSWs at the camp.
  • Ensure that incentive staff performance evaluation conducted on time and in a standard manner that contributes to the development plan.

Key Working Relationships

Internally, receives technical support from the health manager and senior health officer in Shire and externally has a working relationship with clients, key community members, Woreda HAPCO, Woreda Health Offices, Woreda health facilities, and other NGOs.

Job Requirements

Education and experience

  • BSc in a Midwife, Nursing or related with at least two years of relevant working experience.
  • MSc in Midwifery, Maternity and reproductive health nursing or related specialization with at least one years of experience.
  • At least three years of direct clinical experience working on Maternal and child health department for Degree holders and one year for MSc.
  • Having clinical experience in resource-limited settings.
  • Trained and certified in Comprehensive Long-Acting Reversible Contraceptives (LARC), Basic Emergency Obstetric and Newborn Care (BEmONC), Prevention of Mother to Child Transmission of HIV (PMTCT), and Sexually Transmitted Infections (STIs).
  • Good project management, mentoring, training facilitation, and community mobilization skills
  • Experience in producing culturally sound IEC/SBCC materials on RH and HIV/AIDS topics.
  • Excellent written and spoken English and knowledge of Tigrigna language is an advantage.

  • Ability to work under pressure, long work hours and high workload.
  • Self-motivated, transparent, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
