Job Summary
JEOP is an emergency food distribution program targeting transitory food insecure households. Catholic Relief Services (CRS) lead the JEOP consortium where FH Ethiopia is among the implementing consortium members in targeted woredas of Tigray. The JEOP Accountability and Protection Officer is based in Mekelle working alongside FH M&E staff. He/She is responsible for effective implementation of accountability activities including establishing and reinforcing the JEOP Accountability Mechanism (JAM), provide training for training of community help desk, local government officials and JEOP field based supply chain staff. She/He will be collecting, analyzing and sharing feedback data, tracking the response rate for complaints/feedback received and preparedly documenting feedback data for internal and external reporting
Principal Responsibilities
- Ensure that appropriate compliant/feedback and Response channels are operational
- Ensure that community are aware of the JEOP feedback system including channels, process, confidentiality, and progress of feedback.
- Support reporting and closing the feedback loop
- Support field staff on selection/recruitment, training and supervision CHD members.
- Support designing of alternative channels and approaches such as exit interviews, PDM survey, focus group discussion, distribution observation to receive feedback from the JEOP project participants
- Act as an accountability focal point at distributions in cases where CHDs are non-operational
- Support sensitization regarding pilot telephone hotline for receiving sensitive feedbacks
- Closely work with protection and safeguarding offices on handling sensitive feedbacks
- Support quarterly and annual reporting to CRS
Provide any technical support for JEOP unit as may be requested by the supervisor
SAFETY AND SECURITY RESPONSIBILITIES
- Each FHE staff member should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.
- Every FHE staff member has an obligation to learn and understand the security situation where they are located.
- Each FHE staff member should adhere to all pertinent policies concerning safety and security. This includes, but not limited to, personal safety, road safety, etc.
GENDER RESPONSIBILITIES
- Provide adequate time to staff to participate in gender sensitivity workshops and related events.
- Through observation, interviews, and spot-checks, ensure that the staff planning, Implementation, monitoring and Evaluation process is gender sensitive.
- Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.

- Strong relationship management skills and the ability to work closely with field staff and local government stakeholders.

Education/Certifications
- BA degree in Social Sciences
Experience
- At least 3 Years’ experience in a similar position preferably in an NGO setting.
Distinguishing Competencies
- Proven experience in safeguarding, protection, gender, or law
- Able to work on a high level with Word, Power Point, and Excel
- A previous experience in USAID funded project strong advantage
up to 50% travel to project woredas within the region
Language
Proficiency in both spoken and written English. Knowledge of local language of the intervention area is preferred.
