Position:  JEOP Accountability, Protection & Safeguarding Officer

Number of Positions:  One

Duty Station: Addis Ababa

Duration of Contract: One-year contract, renewable (with 60 working days probation)

Job Summary

JEOP is an emergency food distribution program targeting transitory food insecure households. Catholic Relief Services (CRS) lead the JEOP consortium where FH Ethiopia is among the implementing consortium members in targeted woredas located in Amhara and Tigray. The Protection & Safeguarding Officer is member of the JEOP team responsible for Protection and Safeguarding activities including building capacity and awareness of JEOP field staff and local government stakeholders on protection and safeguarding. lead protection risk assessments,  lead the development of guidance, tools, checklists and training materials,  conduct food distribution to ensure compliance of protection and safeguarding principles, establish system for  receiving , investigating and responding to sensitive feedbacks  related to protection of vulnerable children and adults. 

Principal Responsibilities

  • Lead capacity strengthening and awareness raising activities to enhance the capacity JEOP field staff on protection, safeguarding and Do Not Harm principles
  • Conduct regular distribution monitoring to ensure adherence of the JEOP food distribution to Do Not Harm (DNH) principles and Protection from Sexual Abuse and Exploitation
  • Act as the first point of contact for any protection and safeguarding concerns, providing timely, relevant support and advice in order to safeguard staff and beneficiaries
  • Lead development and customization of protection mainstreaming tools, checklist and guidance for FHE food distribution staff
  • Lead safeguarding and protection assessments to better understand the safeguarding and protection concerns in related to JEOP program activities
  • Support setting up system for receiving sensitive feedbacks related to protection issues and maintain confidentiality
  • Regularly collect accurate and timely data on protection and safeguarding and incidents, confidentially lead investigation and appropriate responding
  • Collaborate with M&E, Early warning and commodity team in designing Information, Education and communication (IEC) and training materials on safeguarding and protection issues.
  • Participate in different safeguarding and protection meetings, networks and forums at different levels representing JEOP
  • Support quarterly and annual reporting to CRS
  • Provide any technical support for JEOP unit as may be requested by the supervisor

SAFETY AND SECURITY RESPONSIBILITIES

  • Each FHE staff member should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.
  • Every FHE staff member has an obligation to learn and understand the security situation where they are located.
  • Each FHE staff member should adhere to all pertinent policies concerning safety and security. This includes, but not limited to, personal safety, road safety, etc.

GENDER RESPONSIBILITIES

  • Provide adequate time to staff to participate in gender sensitivity workshops and related events.
  • Through observation, interviews, and spot-checks, ensure that the staff planning, Implementation, monitoring and Evaluation process is gender sensitive.
  • Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.

Education/Certifications

  • BA or MA degree in Gender, Law or Social Sciences

Experience

  • At least 3 Years’ experience in a similar position preferably in an NGO setting.

Distinguishing Competencies

  • Proven experience in safeguarding, protection, gender, or law
  • Able to work on a high level with Word, Power Point, and Excel
  • A previous experience in USAID funded project strong advantage

up to 50% travel to project woredas within the region

Language

  • Proficiency in both spoken and written English. Knowledge of local language of the intervention area is preferred.
